1976-01-20 Council minutesPage 6145 January 20, 1976 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Regular Meeting Held Tuesday, January 20, 1976 Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota Heights was held at 8:00 o'clock P.M. at City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Huber called the meeting to order at 8:00 o'clock P.M. The following members were present: Mayor Huber, Councilmen Lockwood, Losleben, Gutzmer and Wahl. APPROVAL OF Councilman Wahl moved approval of the minutes of the January 6 MINUTES meeting as corrected. Councilman Gutzmer seconded the motion. Ayes: 5 Nays: 0 INSURANCE Councilman Losleben moved that the City Administrator be directed to prepare and submit to bidders an addendum to the Group Hospital/Surgical insurance specifications, requesting bids on $100,000 major medical benefits (using $100,000 as an alternate to the $50,000 maximum under the Plan II benefit Schedule). Councilman Gutzmer seconded the motion. Ayes: 5 Nays: 0 APPROVAL OF Councilman Losleben moved approval of the minutes of the MINUTES January 13 special meeting. Councilman Lockwood seconded the motion. Ayes: 5 Nays: 0 DEPARTMENT The Council acknowledged receipt of the Fire Department monthly REPORTS report for December and the Police Department monthly reports for November and December. COMMUNICATIONS The Council acknowledged and briefly discussed a memo from the Dakota County Housing and Redevelopment Authority regarding applications for rent subsidy. COMMISSION REPORTS The Council acknowledged receipt of the minutes of the December 10 Parks and Recreation Commission meeting and the minutes of the January 13 Planning Commission meeting. CASE NO. 75-30, Mr. Lawrence Grundtner was present to request approval of his GRUNDTNER application for Variance to construct a home on an undersized lot located on Dodd Road. The property, Lot 21, Block 2, J.H. Morrison's Addition, consists of 8,400 square feet and has a 60 foot frontage. The home would be situated on the lot so as to conform to all setback requirements. Page 66 January 20, 1976 After a brief discussion, Mayor Huber moved that the variance to build on Lot 21, Block 2, J.H. Morrison's Addition be approved. Councilman Gutzmer seconded the motion. Ayes: 5 Nays: 0 TASK FORCE The Council acknowledged and briefly discussed a report from COMMITTEE the Municipal Facilities Task Force Committee regarding recommendations on Public Works and Fire Department facilities. WETLAND SYSTEMS Mayor Huber moved the reconsideration of the proposal to ORDINANCE prepare a Wetland Systems Protection Ordinance. Councilman Losleben seconded the motion. Ayes: 5 Nays: 0 The Council again discussed the proposal to prepare a Wetland Systems Protection Ordinance. Several Council members expressed concern over whether such an ordinance will be too restrictive. It was the concensus, after a lengthy discussion, that the proposed ordinance should be drafted and then a determination of its merits should be made, and any changes desired can be made at that time. Councilman Lockwood moved that City Planner Dahlgren be directed to prepare a draft of a Wetland Systems Protection Ordinance in accordance with the Planner's memo dated December 15, 1975. Councilman Wahl seconded the motion. Ayes: 5 Nays: 0 SUBURBAN RATE After a brief discussion, Councilman Gutzmer moved the adoption AUTHORITY of Resolution No. 76-05, "RESOLUTION DESIGNATING DIRECTOR AND ALTERNATE DIRECTOR TO SUBURBAN RATE AUTHORITY," designating City Administrator Johnson as the Mendota Heights director of the Suburban Rate Authority. Mayor Huber seconded the motion. Ayes: 5 Nays: 0 Ayes: 5 Nays: 0 COMMUNICATIONS Mayor Huber moved that Councilman Gutzmer be designated as alternate Suburban Rate Authority delegate. Councilman Wahl seconded the motion. Administrator Johnson informed the Council of a report on the Mendota Water Company water quality submitted by the Minnesota Department of Health. He noted that the rating was 91% out of a possible 100% rating. He also noted that the Department of Health indicated six criteria which if met could raise the rating to 98%. MISCELLANEOUS Page 63,7 January 20, 1976 Mayor Huber directed the City Administrator to write to Ed Lavigne advising him that the report was received and indicating the desire that the Water Company attempt to meet as many of the criteria stated by the Health Department as is practical. Councilman Losleben reported to the Council his progress thus far in discussions with the Country Club Market representatives regarding their sign difficulties. LIST OF CLAIMS Mayor Huber moved adoption of the following Motion: Ayes: 5 Nays: 0 CIGARETTE LICENSES Ayes: 5 Nays: 0 RESOLVED that the claims submitted to the City Council for payment, a summary of which is set forth on the list attached hereto and identified as List of Claims submitted for payment, January 20, 1976, having been audited by the City Council, be and are hereby allowed and the Mayor and Clerk-Treasurer are hereby authorized and directed to issue City checks in payment of said claims. Councilman Losleben seconded the motion. Mayor Huber moved the approval of the list of qigarette licenses, granting licenses to: Employees Party Club Mendota Heights Standard Councilman Lockwood seconded the motion. RUBBISH HAUTJ:R Councilman Gutzmer moved approval of the Rubbish Hauler LICENSES licenses, granting licenses to: Ayes: 5 Nays: 0 LICENSES Ayes: 5 Nays: 0 Emil Oehrlein Trucking A.A. Rubbish Service, Inc. Marv's Rubbish Councilman Wahl seconded the motion. Councilman Wahl moved approval of the list of licenses, granting licenses to: Bob's Circle Plumbing & Heating Plumbing License Project Plumbing Company, Inc. Plumbing License Mayor Huber seconded the motion. ADJOURN Ayes: 5 Nays: 0 Page 6,218 January 20, 1976 There was a discussion on the status of the heating license application from Clyde Wiley Plumbing. It was the concensus of the Council that the matter should be held over indefinitely. There being no further business to come before the Council, Mayor Huber moved that the meeting be adjourned.
