Minutes of the Regular Meeting
Held Tuesday, February 3, 1976
Pursuant to due call and notice thereof, the regular meeting of the City Council,
City of Mendota Heights, was held at 8:00 o'clock P.M. at the City Hall,
750 South Plaza Drive, Mendota Heights, Minnesota.
Acting Mayor Lockwood called the meeting to order at 8:14 o'clock P.M. The
following members were present: Acting Mayor Lockwood, Councilmen Gutzmer,
Losleben and Wahl. Mayor Huber had notified the Council that he would be out of town
APPROVE Councilman Wahl moved approval of the minutes of the
MINUTES January 20 meeting.
Councilman Gutzmer seconded the motion.

FINAL PLAT Mr. Charles Kopp and Mr. Arvin Gearman were present to request
APPROVAL approval of the final plats for Lexington Highland East and
Lexington Highland West. City Administrator Johnson gave the
Council a brief synopsis of the two plats and noted that both
of the developers have submitted signed addendums to the
developers agreements regarding the dedication of public
property. The Council members asked several questions of the
developers, including how the plats will effect the entrance
to the Mendota School. The Council also expressed concern over
the assessments attributable to the plat as a result of Marie
Avenue improvements, and it was the concensus that, if it meets
with the City Attorney's approval, a covenant be placed on the
plats stipulating that the assessments attributable to Marie
Avenue improvements be spread over all of the lots in the plats.

COMMUNICATIONS
Councilman Losleben moved the adoption of Resolution No. 76-06,
"RESOLUTION APPROVING FINAL PLAT FOR LEXINGTON HIGHLAND WEST,"
Councilman Wahl seconded the motion.
Councilman Losleben moved the adoption of Resolution No. 76-07,
"RESOLUTION APPROVING FINAL PLAT FOR LEXINGTON HIGHLAND EAST."
Acting Mayor Lockwood seconded the motion.
The Council acknowledged receipt of a petition submitted by
Mr. & Mrs. Harold Wiegner requesting public improvements on
John Street. The Council also acknowledged receipt of a letter
from the Ivy Keep I Homeowners Association requesting the
installation of street lights along Ivy Hill Drive north of
Maple Park Drive.

The Council also acknowledged receipt of the following: a memo
from Representative Bob Jensen regarding a Dakota County
Delegation meeting to be held on February 9 and a memo from
the Metropolitan Area Management Association regarding the
Supreme Court appeal on an arbitration award (between Local
320, Police Negotiating Committee and M.A.M.A.); and a memo
regarding a League'-of Minnesota Municipalities Legislative
Conference.
The Council acknowledged receipt of a notice of a public hearing
for consideration of a Northwestern Bell Telephone Company rate
increase. The hearing is to be held on February 23 at 2:00 P.M.
Administrator Johnson outlined a memo from Mr. Nick Dreis of
NSP regarding refunds on the NSP rate increase.
COMMISSION REPORTS The Council acknowledged receipt of a memo from the Park and
Recreation Commission regarding a trail system for Mendota
Heights. Discussion on the matter was tabled until Mayor Huber
can be present to give his views.

MISCELLANEOUS
Administrator Johnson noted that Lawrence Bridger was employed
as a patrolman on August 9, 1975 and that Officer Bridger's
six month probationary employment will be completed on
February 9. Administrator Johnson pointed out that Officer
Bridger would be taking his certification test on February 4
and recommended that action on his employment status be tabled
until February 17. The matter was tabled to February 17.
Administrator Johnson stated that Mr. Tom Lisec of School
District 197 contacted him requesting that the City appoint a
representative to be present at School Baord meetings (to be
a member of the Education Advisory Council). No action was
taken.
Councilman Losleben stated that he has been in contact with
Mr. Naas of Country Club Markets regarding the sign problem.
He noted that the differences between Country Club and the
City are slowly being narrowed.
DEPARTMENT REPORTS Public Works Inspector Pearson gave the Council a written and
oral report on Public Works engineering activities during 1975
and proposed activities for 1976. Acting Public Works
Supervisor Harvey Franzmeier presented a verbal and written
annual report on activities carried out in 1975 in the Parks,
Street and Utilities departments as well as proposed activities
for 1976.
The Council acknowledged receipt of the January engineering
status report.
LIST OF CLAIMS Councilman Losleben moved adoption of the followi ng motion:
RESOLVED that the claims submitted to the City Council for
payment, a summary of which is set forth on the list attached
hereto and identified as List of Claims submitted for payment,
February 3, 1976, having been audited by the City Council, be

and are hereby allowed and the Mayor and Clerk-Treasurer are
hereby authorized and directed to issue City checks in payment
of said claims.
Councilman Gutzmer seconded the motion.
Councilman Wahl moved approval of the list of licenses,
granting licenses to:
