RESOLUTION NO. 05- 19
"A RESOLUTION AUTHORIZING CONTRACT LANGUAGE CHANGES FOR
MASTER LABOR AGREEMENT WITH LAW ENFORCEMENT LABOR
SERVICES COVERING CALENDAR YEAR 2005"
WHEREAS, the City of Mendota Heights currently contracts with Law
Enforcement Labor Services (LELS) as the Union representing the Cities Police
Officers.
WHEREAS, the City Council and the Union have negotiated changes to
the Master Labor Agreement.
WHEREAS, the City Council has approved the changes to the Master
Labor Agreement with LELS.
WHEREAS, the City Council and LELS do agree to amend section 12.7 of
the Master Labor Agreement to read:
12.7 An employee may choose to receive compensatory time as
compensation for overtime hours at the rate of 1.5 hours for each hour
worked. The maximum allowable hour balance of such hours carried into
the next calendar year shall be 80 hours. The EMPLOYER may cash out
an employee's balance in excess of 80 hours maximum.
12.8 An employee may cash out any portion of their compensatory
time ba lance the second pay period in May and November if requested in
writing with the submission of the employee's time sheet.
WHEREAS, the City Council and LELS do agree to amend section 13.1 of
the Master Labor Agreement to read:
13.1 An employee who is required to appear in Court during his scheduled
off duty time shall receive a minimum of three (3) hours pay at one and
one -half (1%) times the employee's base pay rate. An extension or early
report to a regularly scheduled shift for Court appearances does not
qualify the employee for the three (3) hours minimum.
13.2 An employee who is not notified of the cancellation of a scheduled
court appearance by 5 p.m. on the previous business day shall receive a
minimum of two and one -half (2M) hours pay at one and one -half times
the employee's base pay rate.
WHEREAS, the City Council and LELS do agree to amend section 16 of
the Master Labor Agreement to read:

The EMPLOYER will contribute up to a maximum of six hundred sixty-two
dollars ($662.00) per month toward health, dental, long term disability,
short term disability, long term card and term fife (up to $50, 000)
insurance.
WHEREAS, the City Council and LELS do agree to amend section 18.1 of
the Master Labor Agreement to read:
18.1 The EMPLOYER shall provide required uniform and equipment
items. Each employee shall also receive a maximum of three hundred
dollars ($300.00) annual reimbursement for cleaning and maintenance of
uniforms. Reimbursement shall be upon presentation of receipts for
cleaning and maintenance from any cleaner.
WHEREAS, the City Council and LELS do agree to amend section 22.1 of
the Master Labor Agreement to read:
22.1 Monthly Base Rate of Pay
2005
Start (1St six months) $3637
(2nd six months) $3849
2nd year $4161
3rd year $4462
After 36 months continuous employment $4764
NOW THEREFORE, BE IT FURTHER RESOVLED that the proper City
officers be and hereby are authorized to execute such agreement and any
amendments, and thereby assume for and on behalf of the City all of the
contractual obligations contained therein.
Adopted by the City Council of the City of Mendota Heights this 5th day of April,
2005.
