1977-06-21 Council minutesPage 844 June 21, 1977 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Regular Meeting Held Tuesday, June 21, 1977 Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota Heights, was held_atir-7:30 o'clock P.M. at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 7:35 o'clock P.M. The following members were present: Mayor Lockwood, Councilmen Mertensotto, Schaberg and Wahl. Councilman Losleben had notified the Council that he would be absent. APPROVE Mayor Lockwood moved approval of the minutes of the June 7 MINUTES meeting. Councilman Wahl seconded the motion. Ayes: 4 Nays: 0 SEAL COAT BIDS The Council acknowledged receipt of a tabulation of bids received for the 1977 Seal Coating project. After a brief discussion, Councilman Wahl moved the adoption of Resolution Number 77-45, "RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR 1977 SEAL COATING," awarding the contract to Bituminous Roadways, Inc. in the amount of $15,431.25. Councilman Mertensotto seconded the motion. Ayes: 4 Nays: 0 DEPARTMENT REPORTS The Council acknowledged receipt of the Police Department monthly report for May. SALE OF VEHICLES Ayes: 4 Nays: 0 C.E.T.A. EMPLOYEE The Council acknowledged receipt of a memo from the Police Chief outlining bids received for the sale of two 1975 Plymouth sedans which had been unmarked police cars. After a brief discussion, Mayor Lockwood moved that the bid submitted by Donald Drahota for the 1975 sedan, serial number RK41P5A203557, in the amount of $950.00, and the bid submitted by Leonard Kanitz for the 1975 sedan, serial number RK41P5A203558, in the amount of $1,000.00 :be accepted. Councilman Wahl seconded the motion. The Council acknowledged receipt of a memo from Police Chief Thu] regarding the employment of a Community Services Officer through the C.E.T.A. program. The Council discussed the matter at length, several members expressing concern over the City's obligation on unemployment compensation for C.E.T.A. employees. Administrator Johnson advised the Council of previous discussions with the County wherein the County agreed to assume the responsibility for unemployment claims. The Council directed Administrator Johnson to verify the City's position Page 845 June 21, 1977 or obligation on unemployment compensation. Councilman Mertensotto moved that Richard W. Leitch be employed through the C.E.T.A. program as a community services officer in the Police Department. Councilman Wahl seconded the motion. Ayes: 4 Nays: 0 HIGHWAYS Mr. Donald Huber was present to update the Council on recent discussions regarding highway plans. Mr. Huber outlined a meeting attended by the City Administrator, Planner Dahlgren, and Dick Dwinnell to discuss the position Mendota Heights should take in order to get the T.H. 55 designation proposed by the Metropolitan Council changed, hopefully dropping the Metro Council intermediate designation on T.H. 55 between the Mendota Bridge and I-35E. ASSESSMENT HEARINGS Administrator Johnson advised the Council that assessment hearings must be held in the nest two months on the following projects: Cherry Hills Second Addition, Lexington Highlands East and West, Northeast Area and the Clement/Vandall area improvements. After a lengthy discussion, it was the concensus of the Council to hold a work session at 7:30 P.M. on July 12. MUNICIPAL Mr. Lawrence Shaughnessy, Financial Advisor, was present to FACILITIES discuss proposed financing for the proposed public works garage and water tank. Financing proposed for the water tank included surcharges on water bills and a water hook-up charge for new residential construction south of T.H. 110. The Council discussed the financing proposals at length, including the suggestion that the hook-up charge apply to the entire City. Ayes: 4 Nays: 0 Ayes: 4 Nays: 0 PERSONNEL Ayes: 4 Nays: 0 After a lengthy discussion, Councilman Mertensotto moved that the City Engineer be directed to prepare a feasibility report on construction of the proposed elevated water tank. Mayor Lockwood seconded the motion. Mayor Lockwood moved that Mrs. Valerie Bliss be given permanent employment status as Receptionist/Clerk-Typist effective June 27 at a salary of $570.00 per month. Councilman Schaberg seconded the motion. SALARY NEGOTIATIONS Ayes: 4 Nays: 0 MISCELLANEOUS COST ESTIMATE IMPROVEMENT 77, PROJECT 5 Ayes: 4 Nays: 0 Page 846 June 21, 1977 Councilman Wahl moved the adoption of Resolution No. 77-46, "RESOLUTION APPOINTING CITY ADMINISTRATOR AS REPRESENTATIVE TO M.A.M.A. NEGOTIATING COMMITTEE," in upcoming negotiations for a 1978 police master contract. Councilman Schaberg seconded the motion. City Attorney Winthrop advised the Council of his opinion on a letter recently received from the Twin City Piping Industry regarding plumbing licenses and the responsibility of plumbers and excavators in the installation of piping for sewer and water. After a brief discussion, the City Attorney was directed to further study the matter with the City Administrator and report back to the Council. The Council acknowledged receipt of a cost estimate prepared by the City Engineer relative to the preparation of a feasibility report for City take-over of the Mendota Water Company system. After a brief discussion, the Council directed that the discussion on the matter be tabled until the August Construction Company preliminary plat (replat) of the Friendly Hills Addition is considered by the Council. Councilman Wahl moved the adoption of Resolution No. 77-47, "RESOLUTION 'APPROVING PLANS AND SPECIFICATIONS AND ORDERING WORK DONE BY DAY LABOR, SANITARY SEWER IMPROVEMENT (IMPROVEMENT NO. 77, PROJECT NO. 5)," for the sewer extension to serve 2215 Dodd Road. Councilman Schaberg seconded the motion. BOARD OF REVIEW Clerk-Treasurer Radabaugh reminded the Council that the annual Board of Review is to be conducted at 8:00 P.M., June 29. LIST OF CLAIMS Councilman Mertensotto moved the adoption of the following motior Ayes: 4 Nays: 0 FIREWORKS PERMIT Ayes: 4 Nays: 0 RESOLVED, that the claims submitted to the City Council for payment, a summary of which is set forth on the list attached hereto and identified as List of Claims submitted for payment, June 21, 1977, having been audited by the City Council, be and are hereby allowed and the Mayor and Clerk-Treasurer of the City of Mendota Heights are hereby authorized and directed to issue City checks in payment of said claims. Mayor Lockwood seconded the motion. Councilman Mertensotto moved that a Fireworks Permit be granted to Park-A-Rama, Inc. for June 26, 1977. Councilman Wahl seconded the motion.
