1977-07-12 Council minutesPage 855 July 12, 1977 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Special Meeting Held Tuesday, July 12, 1977 Pursuant to due call and notice thereof, the special meeting of the City Council, City of Mendota Heights, was held at 7:30 o'clock P.M. in the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 7:43 o'clock P.M. The following members were present: Mayor Lockwood, Councilmen Losleben, Mertensotto, Schaberg and Wahl. DISCUSSION OF Mayor Lockwood explained the four projects for which PROPOSED assessment rolls have been ordered. He also acknowledged ASSESSMENTS that Mr. Fred Metcalfe and Mr. Joseph Rose were present to discuss details regarding the Clement /Vandall project. Mr. Metcalfe stated that he was present to discuss flooding rights and the Somerset 19 desire for vacation of Clement Street. Mayor Lockwood acknowledged that staff had been directed to work out details with Somerset 19 on these matters, however, no agreement on the details has yet been reached. Councilman Losleben expressed concern over a pedway and the location thereof either across Somerset 19 property or on existing street right -of -way. Mayor Lockwood noted that negotiation for flooding rights is possibly premature, since neither experience nor past history points to a flooding problem: there is no rush in any negotiating matters. Since both parties desire to see the natural amenities maintained Mayor Lockwood suggested that everyone should await any future developments. Councilman Losleben noted that the Wetlands Ordinance and its intent should indicate the City's attitude on development in the immediate area. Mayor Lockwood concluded discussion on this matter by noting that both parties should keep the matters in mind and that no immediate action is necessary. Ayes: 5 Nays: 0 BUILDING PERMIT Engineer Kishel answered questions from the Council regarding details of the improvement project. After a brief discussion, Councilman Mertensotto moved the adoption of Resolution No. 77 -51, "RESOLUTION CALLING FOR HEARING ON ASSESSMENT ROLL FOR CLEMENT- VANDALL AREA IMPROVEMENTS (IMPROVEMENT NO. 7 +, PROJECT NO. 8) . Councilman Schaberg seconded the motion. Building Inspector Bjorklund was present to discuss plans for the proposed Gardner - Denver building, recommending approval of the building permit. Page 856 July/12,, 1977 After a brief discussion, Councilman Mertensotto moved approval of the Gardner-Denver building permit. Councilman Wahl seconded the motion. Ayes: 5 Nays: 0 IMPROVEMENT After a brief discussion, Councilman Wahl moved the adoption PROJECTS of Resolution No. 77-52, "RESOLUTION CALLING FOR HEARING ON ASSESSMENT ROLL FOR CHERRY HILL SECOND ADDITION IMPROVEMENTS (IMPROVEMENT NO. 75, PROJECT NO. 2)." Councilman Losieben seconded the motion. Ayes: 5 Nays: 0 Ayes: 5 Nays: 0 Ayes: 5 Nays: 0 ADJOURN Ayes: 5 Nays: 0 ATTEST: After a brief discussion, Councilman Losieben moved the adoption of Resolution No. 77-53, "RESOLUTION CALLING FOR HEARING ON ASSESSMENT ROLL FOR LEXINGTON HIGHLAND ADDITIONS AND BURIL AND HOLMES IMPROVEMENTS (IMPROVEMENT NO. 74, PROJECT NO. 3)." Councilman Wahl seconded the motion. After a brief discussion, Councilman Losieben moved the adoption of Resolution No. 77-54, "RESOLUTION CALLING FOR HEARING ON ASSESSMENT ROLL FOR NORTHEAST AREA IMPROVEMENTS (IMPROVEMENT NO. 75, PROJECT NO. 8)." Councilman Mertensotto seconded the motion. There being no further business to come before the Council, Councilman Mertensotto moved that the meeting be adjourned. Mayor Lockwood seconded the motion.
