Warming Houses Set To Open Next Week
Our seasonal rink flooders have
been busy flooding the ice rinks
the past two weeks. One more
weekend of flooding and the
rinks will be ready for skating on
Monday, December 16th.
Our cheerful seasonal warming
house attendants are ready to
greet skaters. The warming house hours are from
4 p.m. to 8 p.m. Monday through Friday; 9 a.m. to 8
p.m. on Saturdays and noon to 6 p.m. on Sundays.

The Parks Crew continues to flood the rinks. They plowed the trails, cul -de-
sacs, parking lots and rinks. The hose and ram for plow truck 501 was
replaced. Phone numbers were ordered for the phones that go in the
warming houses.
The Utilities Crew plowed cul -de -sacs and helped plow the north end streets.
There was a high water level alarm at the Northland lift station. The float to
tell the pump to start and the high level alarm relay were broken and were
replaced. Calibration of the gas monitors was completed.
The Streets Crew spent most of the week sanding and plowing the streets.
They cleared the snow off the bridge decks, and helped fix plow truck 501.
Engineering
City Projects (construction year)
Dodd Road /Highway 110 Intersection Pedestrian Improvements (2013) -
The project is substantially complete for 2013. Very minor punch -list items
will be completed in the spring.
Hunter Lane /Orchard Place Neighborhood Improvements (2013) -The
project is considered substantially complete and the final lift of wear course
asphalt will be placed in the spring. Assessment amounts not paid by
November 1st will be reflected on future annual property tax statements.
Crown Point &Overlook Neighborhood Rehabilitations (2013) -The
contractor is finishing the final punch -list items. Assessment amounts not
paid by November 18th will be reflected on future annual property tax
statements.
Sanitary Sewer Cleaning and Televising (2013) -This project is
substantially complete. Staff will review the data received from the
contractor and determine which sections of sewer require lining in 2014.
Sanitary Sewer Lining (20131 -This project will install a liner in place on
sections of sanitary sewer main that have been identified as having multiple
root penetrations or other faults. All lining activities this year were
identified by the 2012 cleaning and televising contract. Minor traffic impacts
should be anticipated while the contractor accesses manholes. Lining is
expected to add up to 25 years to the life of the sanitary sewer main.
Mendota Heights Road Sanitary Sewer Force Main Replacement (2013) -
This project is complete, and the new main is in service and functional.
Highway 13 Trail Connection (2013) -All easements necessary for
construction are executed. As soon as MnDOT State Aid office gives the City
permission, anotice -to- proceed will be given to the contractor, but
construction will not begin until the spring. A utility conflict with Saint Paul
Regional Water Service needs to be resolved prior to construction.
Victoria Road Reconstruction &Rolling Green Neighborhood Rehabilitation
(2014/2015) - Council ordered the design of the entire project with the
instruction that Victoria Road from Highway 13 to Marie Avenue to be
reconstructed in 2014 as well as the rehabilitation area of Rolling Green
Curve, Stratford Road, Walsh Lane, Coventry Court, Windwood Court, and
Oxford Court. The construction of the remainder of Victoria was put off to a
future date, but it is anticipated for construction in 2015. Staff will begin
designing the project this winter with anticipated bid opening in May with
construction beginning June 2014.
State Projects
MnDOT Commissioner /Met Council Open Houses - Minnesota Department of
Transportation Commissioner Charlie Zelle and Metropolitan Council Chair
Sue Haigh invited the public to attend town hall meetings on transportation,
including transit, on several dates in December. All meetings are from 4:00
to 6:00 p.m. The last meeting is scheduled for Tuesday, Dec. 17 at
Burnsville High School Theatre, Mraz Center for the Performing Arts, 600
East Highway 13, Burnsville, MN. Zelle and Haigh will lead a discussion
about transportation, how it affects quality of life, its link to Minnesota's
economy and the importance of investing in this state asset. The officials
will also take feedback and answer questions about Minnesota's
transportation system. Local MnDOT officials will be available to answer
questions, as well. Everyone is invited and encouraged to attend. Additional

Highway 13 Reconstruction (2015) -The section of Highway 13 that was
not rehabilitated in 2012 is scheduled for reconstruction in 2015. This
section is from I -35E south and west to 2nd Street in Mendota. This section
will receive a widened shoulder, curb, gutter, and storm sewer to help
alleviate drainage and erosion problems in Lilydale.
Highway 149 (Dodd Road) Resurfacing (2015 ?) -Dodd Road is scheduled to
be resurfaced from Highway 55 in Eagan north to Annapolis Street in 2015.
At this time, there are no plans to widen the State Highway, but some
alterations for drainage and public safety are possible. Curb, gutter, and
storm sewer will be installed where drainage and erosion issues exist. The
project may be delayed until 2017 to be constructed in conjunction with the
Highway 110 resurfacing project.
Highway 110 Resurfacing (2017) - Preliminary project scoping has begun
for the resurfacing for Highway 110. This project will not reconstruct or
otherwise alter the alignment or configuration of the State Highway, but
modifications to access points, traffic signals, shoulders, drainage, and
pedestrian facilities are likely.
Other Activities
Future Cities Competition -Staff is once again assisting 6t" through 8 t
grade students at Friendly Hills Middle School with their entries in the Future
Cities Competition. This competition challenges middle school students to
conceptually develop a city of the future addressing issues and needs
municipalities will face in the coming years. This year's theme is,
"Tomorrow's Transit: Design a Way to Move People In and Around Your
City," so the students will be looking at how people, materials, and products
move throughout a developed community. The students have completed
their computer models using the popular Sim City game, and are completing
their research essays. Next week staff will help review the students' oral
presentation of their essays. There are some very unique and innovative
ideas being proposed by the student groups. Friendly Hills Middle School
should, once again have some very successful teams in the competition.

Winter travel can be dangerous if you don't plan ahead. This weeks weather was nearly fatal for
several unfortunate people. Exposure to the elements can quickly cause problems. With wind chills at I
-50 below zero, it only takes a few minutes to find yourself in trouble. Are you ready for cold
weather? Is your car ready for -2507 Are you ready to be outside? A car kit can mean the difference
between life and death if you end up in a ditch somewhere in a snow storm. Here are some tips:

• Pay attention to the forecast
• Stay off the cruise control
• Allow extra stopping distance
• Don't lock up your brakes if you are sliding, turn into a skid and accelerate slowly

Fraud Friday 2122 hours
Officer Todd Rosse responded t0 a local liquor store on a call of a purchase being made from a stolen credit
card. Upon arrival, he observed the suspect chatting some occupants of a vehicle in the parking lot. The
suspect stated that he often goes and purchases alcohol for the underage consumers (vehicle Occupants) using
a credit card provided by the driver. After questioning all parties and searching them and the vehicles, sever-
al credit cards were located that were not in either party's name nor anyone they were on scene with. Both
males were transported to the Dakota County Jail.
Burglary
Saturday 1416 hours
Officers Lambert and Patrick were dispatched t0 a home on an after the fact burglary. The homeowner ar-
rived home to find a window broken out along with the front door partially ajar. Most of their valuable items
were still in the home with the exception of a fire safe. Under investigation.
Ongoing Vandalism Saturday 1410 hours
Officer Lambert responded to an address that has reported several recent incidents involving vandalism; this
one impacted their outdoor Christmas decorations. Case is under investigation
Un- Sportsman -like Theft #I Saturday 1600 hours
Reporting party called in and spoke with Officer Todd Rosse in regard to a Whone 4s phone with a purple
Otterbox cover with a name written on it that was stolen from a basketball player during her basketball tour-
nament. The phone had been in the bleachers with some of her other items nearby the team and they ini-
tially thought it was grabbed by accident. The phone was track -able and suspect information is pending. Un-
der investigation.
Un- Sportsman -like Theft #2
Saturday 2014 hours
Reporting party called in and spoke with Officer Todd Rosse in regard to several items stolen from her bag
during a basketball tournament. The basketball player's bag was with her teammates' bags, approximately 20
feet away from them, courtside. When she returned to retrieve the bag, she found items from the bag were
gone, including Beats Studio purple headphones and wallet with cash and forms of ID. No witnesses were
found to the incident. Under investigation.
Drunkenness Monday 1141 hours
Officer John Larrive responded to the High School on a report of students who had consumed alcohol.
In meeting with the two students, they both denied any alcohol use yet the smell of alcohol was apparent.
Larrive requested they both perform a PBT test in which they both failed. Both juveniles were issued
citations for underage consumption and remained at school to deal with school and home consequences.

DAR /NO Ins Wednesday 0151 hours
While on routine patrol, Officer Tanner Spicer observed a vehicle making an illegal U -turn on Hwy 13.
After running the plate, it showed the driver had a revoked status. The driver then admitted to having no
insurance and therefore, was issued a citation for DAR and no insurance. The vehicle was towed.
Check Welfare Wednesday 1659 hours
Officer Denise Urmann and Sergeant Eric Petersen were dispatched to check the welfare of a young male who
reportedly tried to harm himself at his place of employment the previous day. Upon meeting the male, he
admitted to harming himself and also stated he was under a lot of stress lately. The male has attempted harm
to himself in the past so he was transported to the hospital on a psych hold.
Public Domestic Wednesday 1132 hours
Sergeant Garlock took an after the fact report of an assault that occurred while watching an elementary school
concert. He had been taping the performance, and his ex started yelling at him, wanting to speak with him.
As he continued video taping, trying to ignore her, the wife smacked him in the back of the head and left.
Many witnesses observed the incident. He did not wish to press charges, but a restraining order will now be in
progress.
Fraud
Wednesday 1802 hours
Officer Urmann responded to a residence of an out -of -state business owner, who reported someone had
fraudulently purchased an item using that business account, but the item was actually shipped to his own ad-
dress and then removed upon arrival by an unknown suspect. Extra patrols requested, under investigation.
