1977-09-26 Council minutesPage 884 September 26, 1977 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Special Meeting Held Monday, September 26, 1977 Pursuant to due call and notice thereof, the adjourned meeting of the City Council, City of Mendota Heights, was held at 7:30 o'clock P.M. at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 7:40 o'clock P.M. The following members were present: Mayor Lockwood, Councilmen Losleben, Mertensotto, Schaberg and Wahl. STORM DAMAGE REPORT Public Works Inspector Pearson explained the storm damage report submitted with his memo. It was noted that the repair work contemplated in the report was, in fact, emergency measures, needed immediately to preserve the integrity of the utility systems and storm sewer facilities. Administrator Johnson explained that the levy limitation does not allow the issuance of debt certificates or provide any method of recouping expenses incurred in the subject repair work. He noted that unappropriated funds could and would be used for this emergency work. Ayes: 5 Nays: 0 Ayes: 5 Nays: 0 Ayes: 5 Nays: 0 After a short question and answer discussion, Mayor Lockwood moved the adoption of Resolution No. 77-86, "RESOLUTION DECLARING 'EMERGENCY SITUATION AND DIRECTING IMMEDIATE RESTORATION AND REPAIRS." Councilman Losleben seconded the motion. After a short discussion, Councilman Losleben moved the adoption of Resolution No. 77-87, "RESOLUTION AUTHORIZING AND DIRECTING APPLICATION FOR SPECIAL LEVY AUTHORIZATION." Councilman Wahl seconded the motion. Additional discussion ensued on the results of the August 30th storm. It was noted that seven claims had been received for damages and all were referred to the insurance carrier. Questions and discussion continued on the need for a study of the entire drainage area. Mayor Lockwood noted that we now have an inventory of the damage equated to dollar repair work and such information should be related to West St. Paul officials. After some further discussion, Councilman Mertensotto moved the adoption of Resolution No. 77-88, "RESOLUTION AUTHORIZING PREPARATION OF REPORT," directing the City Engineer, under the direction of the City Administrator, prepare a study and recommended solution for the drainage areas involving the Somerset Country Club and by the Somerset School, said study to cost a maximum of $7,500. Councilman Wahl seconded the motion. Ayes: 5 Nays: 0 1978 BUDGET Ayes: 5 Nays: 0 COMPREHENSIVE PLAN MISCELLANEOUS Page 885 September 26, 1977 After further discussion, Councilman Schaberg moved that West St. Paul officials be informed that a study is to be conducted on the drainage area and that their financial assistance and cooperation is requested in the pursuance of that study. Mayor Lockwood seconded the motion. Mayor Lockwood introduced the discussion on the 1978 budget by making observations as to the anticipated mil rate in 1978. Administrator Johnson explained the major items of the budget and advised the Council of two changes necessary: one change being the State Aid allocation being reduced slightly, hence the levy limit increase, and another change wherein the special levy for commercial and industrial taxation was reduced to $6,367 from $8,550. Mayor Lockwood queried the Council members as to the advisability of providing a service level as proposed or holding the line. Discussion continued, including such matters as the CETA program, additional Public Works employee, full-time building inspector, and diseased tree control. Mayor Lockwood then presented figures noting the percentage increase by department for the last several years. After some further discussion, Mayor Lockwood moved to approve the concept of the 1978 budget proposal and to direct that the formal levy resolution be prepared, reflecting the necessary changes, for consideration at the October 4 Council meeting. Councilman Schaberg seconded the motion. Mayor Lockwood introduced the matter of Comprehensive Planning, noting that $1,800 was included in the 1978 budget for planning and that several members seemed reluctant to approve a service contract. A considerable amount of discussion ensued as to the need, as to the scope of planningdesired, as to the desireabilit3 of in-depth research, and in general, the need for updating the present plan. After a considerable amount of discussion , it was agreed that the members interested in this matter would attend the Planning Commission meeting on Tuesday, September 27th, to discuss the matter more thoroughly with Planning Commission members and Planning Consultant Howard Dahq,gren. Mayor Lockwood reported on his contacts with Mr. Schway of the Par 3 Golf Course, Mr. John Langenbrunner, and Mr. Harvey Bream. He noted that there are considerable number of problems. The Council members expressed different opinions concerning how Bachelor Avenue should be constructed. No action was taken.
