1978-01-31 Council minutesPage 934 January 31, 1978 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Adjourned Meeting Held Tuesday, January 31, 1978 Pursuant to due call and notice thereof, the adjourned meeting of the City Council, City of Mendota Heights, was held at 7:30 P.M. at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 8:00 o'clock P.M. The following members were present: Mayor Lockwood, Councilmen Losleben and Wahl. Councilman Sohaberg had notified the Council that he would be out of town. Councilman Mertensotto had advised that he would be late, and arrived at 8:05 P.M. ARCHITECT Mr. Donald Wright and Mr. Jim Jordan of Trossen/Wright PRESENTATION, Architects were present to review proposed schematic drawings PUBLIC WORKS of the Public Works Garage. Mr. Wright distributed copies GARAGE of the schematic drawings, notes taken at the January 13 meeting between the architects, City staff and the Task Force building committee, and a copy of the project development schedule, cost estimate and square footage breakdown. Mr. Wright noted that Mr. Jordan will be the project architect for the garage construction. Mr. Jordan reviewed the schematic drawings for the Council and audience and also reviewed the proposed project schedule. Mr. Jordan noted, among other items, that the exterior surface is proposed to be fluted block on the top and smooth-surface concrete block on the bottom, that the site design, site con- struction documents , including a grading plan, would all be prepared as part of the architect contract, however the contract will not include the actual landscaping. Ayes: 4 Nays: 0 There were several questions from the Council regarding the mechanical and heating systems, type of roof proposed and additional building details. The Council expressed special concern that the roof be designed so that drainage does not drain onto the apron in fromt of the structure and so that ice buildup on the exterior walls does not occur. Mayor Lockwood suggested that the interior (office entranct) hallway be widened to accommodate passage of small machinery through the hallway and into the maintenance area. There was also considerable discussion on providing for the "loft" as a definite construction item rather than as an alternate. After a lengthy discussion, Councilman Mertensotto moved that the schematic drawings dated January 12, 1978 and presented this evening be approved. Mayor Lockwood seconded the motion. After a brief review of the proposed architectural contract, the Council requested the architects to revise the proposed contract to include the provision that the Architect will revise the plans, at no cost to the City, if the bid comes in 10% or more over the cost estimate,of $30,000. u Page 935 January 31, 1978 ELECTION PROCESS The City Clerk reviewed several recommended changes in the RECOMMENDATIONS City's election process. The recommendations included relecatin the Precinct 4 polling place from Somerset School to the Community Room/Council Chambers; rescheduling the City Council meetings from the election evening to a different day; purchase of 3 precinct ballot counters and withdrawal from the existing Joint Use Agreement; several long-range precinct boundary changes; additional personnel needs; various proposals on election process publicity, and information on the proposed Local Government Election Day Act. Ayes: 4 Nays: 0 MUNICIPAL MATTERS OF CONCERN ADJOURN Ayes: 4 Nays: 0 After a lengthy discussion, Mayor Lockwood moved that the polling place relocation recommendation be approved. Councilman Mertensotto seconded the motion. The Council discussed the proposal at considerable length, and as a result, Mayor Lockwood withdrew the motion and Councilman Mertensotto withdrew the second to the motion. Further discussion was tabled until February 7th. Councilman Mertensotto moved that staff be authorized to negotiate for the City's withdrawal from the Ballot Tab Computer Joint Use Agreement and to work towards a self- contained election system as recommended by the Clerk. Councilman Wahl seconded the motion. It was the concensus of the Council that the future City Council meetings whicYCWOu1d normally be held on election day should be resceduled to a different day. No action was taken on the balance of the recommendations. The Council briefly discussed the proposed project and policy matters, and several Council members recommended items to be included on the municipal matters of concern. Further discussion will be held at; a future meeting. There being no further business to come before the Council, Councilman Losleben moved that the meeting be adjourned.
