Minutes of the Adjourned Meeting
Held Tuesday, March 14, 1978
Pursuant to due call and notice thereof, the adjourned meeting of the City Council,
City of Mendota Heights was called to order at 7:05 o'clock P.M. at the City Hall,
750 South Plaza Drive, Mendota Heights, Minnesota.
Mayor Lockwood called the meeting to order at 7:05 o'clock P.M. The following
members were present: Mayor Lockwood, Councilmen Losleben, Mertensotto and Wahl.
Councilman Schaberg had notified the Council that he would be absent.

Mayor Lockwood noted that the meeting had been continued for
the purpose of discussing the feasibility report on public
improvements to serve the Friendly Hills Replat and other parts
of the southeast part of the City. Engineer Kishel explained
his report by the various sections outlined in the report.
Councilman Losleben questioned the interconnection between
the proposed St. Paul Water system expansion and the Mendota
Water Company system. The Engineer was directed to study
the feasibility of the cross connection when the construction
plans are prepared. Administrator Johnson explained past
practice of watermain assessments. Several Council members
questioned the advisability of $129,600 being placed on general
obligation bonds. This is to be discussed further at the
feasibility hearing, with the ultimate decision being left to
the feasibility hearing time.
Engineer Kishel explained the sewer system, the oversizing for
approximately 400 acres and the associated impact. It would
appear that the oversizing would and should be assessed at
approximately $45.00 per acre over the anticipated future
service area.
Councilman Losleben questioned the details of street assessments.
Councilman Mertensotto suggested that one-half of the cost of
the future MSA street abutting the replatted area be spread on
area assessments over the replat area. Engineer Kishel
was directed to have such costs available at the hearing.
An August Construction Company representative asked several
questions about the additional street assessments, the water
costs, etc.
Mayor Lockwood noted that it was 8:00 o'clock P.M. and time
for a joint meeting with the Planning Commission to hear
presentation on the Phase 1 report of the Comprehensive Plan.

Councilman Losleben moved that the meeting be adjourned.
Mayor Lockwood seconded the motion.
