1978-07-25 Council minutesPage 930 July 25, 1978 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Adjourned Meeting Held Tuesday, July 25, 1978 Pursuant to due call and notice thereof, the adjourned meeting of the City Council, City of Mendota Heights was held at 7:30 p.m. at the City Hall Conference Room, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 7:30 pm. The following members were present: Mayor Lockwood, Councilmen Losleben, Mertensotto and Wahl. Mayor Lock- wood advised the members that if all agenda items were completed tonight, there would be no need to meet in special session on August 8th. ASSESSMENT ROLL 76 -1 Brompton Court 73 -5 IVY FALLS WEST 77 -2 EMERSON AVENUE RESURFACING 77 -1 MAYFIELD HEIGHTS/ HIGHLAND HEIGHTS SEWER, WATER, STREET AND STORM SEWER Engineer Kishel described the prepared assessment roll as submitted in the agenda. There was some general dis- cussion including the total improvement cost per lot. The general concensus was that the assessment roll was correct as prepared. Engineer Kishel explained the assessment role for this particular project. It was noted that the sewer and water service cost included the contractor cost plus the St. Paul Water Department installation costs, and now included a lifetime guarantee on the water surface. After a short discussion, the concensus was that the role was correct as prepared. There was some discussion on the concept of double front- age lots and the appropriate assessment rate. It was noted that several lots on this project included access driveways from both Coleshire and Emerson Avenue and therefore should receive assessment from both the 1973 and 1977 improvement projects. It was noted that Somerset Country Club assessment would total approximately $14,000. General concensus was that the role was correct as prepared. A number of the assessment problems were explained by Engineer Kishel. Some over run costs were due to an extension of one storm sewer lateral along side Stan Karen residence and also the extra surfacing work performed on Douglas Court. Engineer Kishel noted that the original feasibility study did not reflect the same ammount of assessible footage on Mayfield Heights Road as was finally determined in the assessment study. This reflected an increase cost per foot for the improvement but no sub- stantial change in cost per lot. It was noted that the calculated storm sewer cost of 07.2 per square foot is not a substantial increase over the originally projected 06.8 per square foot. 73-5 RILEY PROJECT Page 931 July 25, 1978 Staff was directed to clean up and prepare the ponding area in an acceptable manner before the assessment hearing. Administrator Johnson explained that still more additional costs of the drainage district may be incurred when more storm sewer system is constructed from TH 13 to the river - a joint project between Lillydale and Mendota Heights, Dakota County and the State Highway Department. Concensus was that the roll was correct as prepared. Additional discussion ensued including additional clean- up work on the Riley project. Concensus of the council- men was that the cost of additional clean-up work and corrective erosion measures should be added to the storm sewer assessmentseosts IVY FALLS CREEK Considerable amount of discussion ensued concerning the IMPROVEMENT HEARING scheduled hearing on Ivy Falls Creek improvements. The DISCUSSION discussion included the concept of what total costs should be assessed; that is: What portion of corrective costs and trunk costs should be born by general taxation? No agreement was reached. City staff were to attempt to work out some concept ideas for assessment formulas. FREEWAY MEETINGS BUDGET DISCUSSION INSURANCE DISCUSSION MISCELLANEOUS Administrator Johnson noted that there were two meetings scheduled for 35E. One meeting is to be at McKees office on Thursday, July 27, 1978, at 7:00 p.m. Another meeting on the St. Paul 35E problem will be at Metro Council on August 2, 1978, at 7:30 p.m. A considerable amount of discussion centered on the pre- paration of the 1979 budget. There is a concensus that the council wants to see the "raw" requests from the department heads. It was also noted that only one public hearing should be scheduled, for the federal revenue requirements. After considerable amount of talk and discussion on a Policy Statement, staff was directed to contact one or two insurance consultants for additional information. Mayor Lockwood indicated that a personnel policy dis- cussion should be included with the 1979 Goals and Objectives. Mayor Lockwood then initiated conversation concerning ways to shorten meeting lenghts. It was acknowledged that many discussions are too long, and dis o ussion should be restricted on many it ems. Another suggestion to shorten the meeting length consisted of using a tape recorder. Staff was directed to provide a tape recorder at future meetings. Mr. Johnson was encouraged to recruit a code enforcement officer for early recommendation and employment. There being no further business to come before the Council, Councilman Losleben moved that the meeting be adjourned. Mayor Lockwood seconded the motion.
