1978-09-07 Council minutesPage 967 September 7, 1978 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Adjourned Meeting Held Thur-Sclay, September 7, 1978 Pursuant to due call and notice thereof, the adjourned meeting of the City Council, City of Mendota Heights was held at 7:30 o'clock P.M. at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 7:30 o'clock P.M. The following members were present: Mayor Lockwood, Councilmen Huber, Losleben, Mertensotto and Wahl. APPROVAL OF Councilman Wahl moved approval of the minutes of the July 18 MINUTES meeting. Councilman Mertensotto seconded the motion. Ayes: 5 Nays: 0 Ayes: 5 Nays: 0 Ayes: 5 Nays: 0 Ayes: 5 Nays: 0 FRIENDLY HILLS ACCESS ROAD EQUIPMENT Councilman Huber moved approval of the minutes of the July 25th meeting. Councilman Losleben seconded the motion. Mayor Lockwood moved approval of the minutes of the August 1st meeting with correction. Councilman Mertensotto seconded the motion. Mayor Lockwood moved approval of the minutes of the August 15th meeting with correction. Councilman Wahl seconded the motion. Public Works Inspector Pearson advised the Council that he has been in contact with the Corps of Engineers regarding the Friendly Hills access road and has been informed that a permit will be required. The Corps representatives indicated that they will try to expedite the permit process, however, the ptocess will take 45 to 60 days. Mr. Pearson therefore recommended that the Council reject all bids and readvertise after permit approval. Public Works Inspector Pearson advised the Council that he has solicited informal bids on a fueling system, underground tanks and air compressors for the Public Works Garage. He noted that of the three bids received on the various pieces of equipment, the Hale Company submitted the low bid on each item. He requested authorization for purchase of the equipment. u Page 968 September 7, 1978 Councilman Huber moved that the Public Works Inspector be authorized to purchase the air compressors, fueling station and underground, tanks from the Hale Company, the low bidder. Councilman Losleben seconded the motion. -Ayes: 5 Nays: 0 BUDGET PROPOSAL ADJOURN Ayes: 5 Nays: 0 ATTEST: The City Clerk reviewed for the Council the proposed budget for administration activities for 1979. The Council discussed the expense involved in audit preparation and directed staff to research the possibility of computer accounting. Councilman Huber questioned the proposed increase in Council salaries. Police Chief Thul presented the proposed budget for police activities in 1979. Chief Thul advised the Council that the figure proposed for salaries should be increased from $214,935 to $216,854. The Council noted that the budget request represents a 17.5% increase over the 1978 budget. Councilman Losleben questioned the $5,500 overtime proposal. After some discussion, the Council directed Chief Thul to reassess the department requests and reduce the budget proposal. Fire Chief Siebell and Captain Lange were present to explain the Fire Department spending proposal for 1979. There was some discussion regarding clothing allowances and in particular Fire Station expansion. Administrator Johnson explained the portions of the budget relating to Code Enforcement and Animal Control. The Council directed the Police Chief to pursue the adoption and implementation of a dog ordinance revision. There being no further business to come before the Council, Councilman Losleben moved that the meeting be adjourned to 7:30 P.M., Thursday, September 14th. Councilman Mertensotto seconded the motion.
