1978-09-14 Council minutesPage 969 September 14, 1978 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Adjourned Meeting Held Thursday, September 14, 1978 Pursuant to due call and notice thereof, the adjourned meeting of the City Council, City of Mendota Heights was held at 7:30 o'clock P.M. at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting, to order at 7:42 o'clock P.M. The following members were present: Mayor Lockwood, Councilmen Losleben and Wahl. Councilmen Huber and Mertensotto had notified the Council that they would be late. BUDGET Public Works Supervisor Franzmeier was present to explain the DISCUSSION proposed Public Works budget for 1979. He suggested that perhaps the Council should consider assessing properties for seal coating. Public Works Inspector Pearson also supported this principle. Mr. Franzmeier also gave the Council justifIc justification for the additional employee proposed for 1979. Councilman Huber arrived at 7:49 o'clock P.M. Tom Olund and Harvey Franzmeier explained the proposal for the utilities department for 1979. The Council discussed the possibility of contracting for sanitary sewer line maintenance rather than maintenance by City staff and the purchase of equipment. There was also some discussion on utility deficit and questions on infiltration/inflow and head house overflow. Councilman Mertensotto arrived at 8:20 o'clock P.M. Park Commission Chairperson Liz Witt and Harvey Franzmeier explained the proposed 1979 Park Department budget. There was some discussion on the results of the survey completed this year and an explanation of the increase in supply costs. Mrs. Witt distributed information on park statistics from other municipalities. Administrator Johnson explained that there is no 1979 appropriation planned for shade tree disease control. Mr. Johnson outlined the 1978 costs, and recommended that the program remain in 1979 as it was in 1978. Administrator Johnson mplained the Planning proposal for 1979 and gave the Council an explanation of revenues and "Excess Levies." As the result of the budget discussions, the Council directed the 1979 levy remain ht the level approved for 1978: $580,700, and that there be a 10% increase in sewer rental charges. Page 970 September 14, 1978 ADJOURN There being no further business to come before the Council, Councilman Losleben moved that the meeting be adjourned. Mayor Lockwood seconded the motion.
