1978-10-10 Council minutesPage 983 October 10, 1978 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Special Meeting Held Tuesday, October 10, 1978 Pursuant to due call and notice thereof, the special meeting of the City Council, City of Mendota Heights, was held at 7:30 ol-clock P.M. at City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 7:30 O'clock P.M. The following members were present: Mayor Lockwood, Councilmen Losleben, Mertensotto and Wahl. Councilman Huber had notified the Council that he would be absent. APPROVAL OF MINUTES Ayes: 4 Nays: 0 IVY FALLS CREEK DRAINAGEWAY IMPROVEMENT STUDY DISCUSSION Mayor Lockwood moved approval of the minutes of the August 22nd meeting. Councilman Wahl seconded the motion. Councilman Mertensotto asked what role DNR will play in any proposed improvements. Engineer Kishel indicated that they must approve any permit and work, so they have a very real role in any improvements. There was considerable discussion on what the several stages of construction should be -- how many assessment hearings should there be. Mayor Lockwood suggested at least the first stage including Delaware to Dodd, at an estimated cost of $99,000, and from Dodd to Laura Court, for an estimated $140,000, or a total first stage cost of approximately $250,000. He noted that this compares favorably with the original estimate of $395,000 stated by the City Engineer at the public hearing. Councilman Losleben suggested that all of the work in the report be considered as one construction project except the work below the falls which was estimated to be $222,000, which could be left to a later date. Councilman Wahl agreed. City Administrator Johnson suggested that discussion should involve financing methods and that assuming the entire project was completed it would be about $1 million. At 100% assessment, this would amount to about $0.076 per square foot; at 50% assessment, it would be about $0.038 per square foot; and at 25% assessment, it would amount to about $0.02 per square foot. He suggested that some firm cost per square foot be established for this and all other waterway improvement projects. Councilman Losleben agreed with the idea of assessing approximately 50% of the project. Councilman Mertensotto indicated that he could see aocepting some percentage on General Obligation taxes, but not 50%. Page 984 October 10, 1978 Mayor Lockwood summarized by saying that the City Council felt there should be some staged construction and that the assessments should be something less than 100% of the cost. The City Engineer was directed to prepare a full illustrative presentation for the October 17th continued hearing. BID AWARD, Engineer Kishel distributed bid tabulations and explained the ROLLING GREEN bids received on the Rolling Green improvement project. He IMPROVEMENTS noted that the low bid was approximately 15% higher than the engineer's estimate. Mayor Lockwood noted that Mr. Derrick had contacted him prior to the meeting, indicating that he was completely satisfied with the low bidder and the amount and urged the Council to award the bid. Ayes: 4 Nays: 0 STORM DAMAGE ADJOURNMENT Ayes: 5 Nays: 0 ATTEST: Engineer Kishel explained that the bid involved two divisions, one for the general construction work, and one for a lift station, and the low bidder did not bid on the lift station. As a result, the Engineer was directed to do more analysis and work concerning the lift station bidding. Councilman Losleben moved the adoption of Resolution No. 78-108-.. "RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR IMPROVEMENTS (IMPROVEMENT NO. 78, PROJECT NO. 1)," awarding the bid to Orfei and Sons, Inc., for their low bid of $447,156.56. Mayor Lockwood seconded the motion. Public Works Inspector Pearson discussed in detail the storm damage report distributed on October 3rd and explained that the Storm Damage No.lA gabion structure immediately west of Dodd Road should be replaced immediately at the same standards and to the same specifications as Engineer Kishel had outlined in his water study report. Mr. Pearson also noted on S.D. #3, which is the Maple Park storm sewer outlet,that the creek damage should be repaired and a piped outlet installed,rathsr &teen approximate cost of $11,000, as opposed to the installation of rip-rap proposed by the Corps of Engineers for a cost of $2,786. Mr. Pearson suggested that this be constructed as pertthd recommendations in the Engineer's report. As the result of the discussion, thewCounbileauthorized that the two storm damage repairs be completed in accordance with permanent improvement structures. There being no further business to come before the Council, Councilman Losleben moved that the meeting be adjourned: Councilman Mertensotto seconded the motion. TIME OF ADJOURNMENT: 10:04 P.M.
