1979-11-13 Council minutesPage November 13, 1979 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF-MINNESOTA Minutes of the Special Meeting Held Tuesday, November 13, 1979 Pursuant to due call and notice thereof, the special meeting of the City Council, City of Mendota Heights, was held at 7:30 o'clock P.M. at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 7:36 o'clock P.M. The following members were present: Mayor Lockwood, Councilmen Hartmann, Losleben and Mertensotto and Councilwoman Witt. KOSTER Mr. Brian Koster was present to request approval of a fifteen VARIANCE foot sideyard setback variance at 7 Hingham Circle to allow construction of an attached garage and living quarters fifteen feet from the south property line. Mr. Koster submitted a letter from five adjoining property owners approving of the granting of the requested .variance. The Council also acknowledged receipt of a memo from the Code Enforcement Officer regarding the pro- posed addition. After discussion, Councilman Losleben moved that a fifteen foot sideyard setback variance be granted to allow construction of a garage addition fifteen feet from the south property line at 7 Hingham Circle. Councilman Mertensotto seconded the motion. Ayes: 5 Nays: 0 YACKEL LOT The Council acknowledged and discussed a memo from the City DIVISION Clerk relative to division of property located at 713 West Wentworth Avenue (Roger Yackel property) and the proposed sale of the westerly lot and existing residential structure. The Council directed that staff request Mr. Yackel to attend the November 20th Council meeting and further directed that no permit: be issued for renovation of the structure prior to the November 20th meeting. HIGHWAYS Mr. Merritt Linzie and Mr. Del Gerdes, of the Minnesota Departmen. of Transportation, were present to discuss preliminary construc- tion plans for 1-494. Mr. Gerdes explained expected traffic distribution throughout Mendota Heights, projecting a volume of 2,800'whicles per day originating west of the Minnesota River using 1-494 to reach destinations east of Dodd Road, all based on the early opening of 1-494, Bloomington to T.H. 55. Council- man Losleben expressed his concern over heavy truck traffic and the selection of the most appropriate routing of the traffic. Councilman Mertensotto questioned the validity of projected traffic volumes on Lexington Avenue. The Mn/DOT representatives advised that Lexington Avenue will terminate at Mendota Heights Road with the onset of construction of I-35E. The Council discussed a proposed resolution which would approve the 1-494 Layout No. 15, and changed the language of the first condition contained in the resolution. Ayes: 5 Nays: 0 LAND USE PLAN Page November 13, 1979 There being no further questions on the matter, Councilman Losleben moved the adoption of Resolution No. 79-117 "RESOLUTION FOR LAYOUT APPROVAL OF 1-494 LABELED AND IDENTIFIED AS LAYOUT NO. 15". Mayor Lockwood seconded the motion. Mr. Dwight Mouse, was present for -the discussion. He suggested that the Council should have approved only the portion of the plans relating to construction of 1-494 between Bloomington and T.H. 55. Mr. Bob Ryan and Mr. John Shardlow, from Howard Dahlgren and Associates, were present to discuss the proposed Land Use Plan. Mr. Ryan and Mr. Shardlow answered questions from the Council regarding parks, housing, and the need for senior citizen housing. Councilman Losleben and Councilman Mertensotto felt that the land use plan should remain primarily low density residential, and objected in particular to six changes proposed in the plan: high density classification of a parcel of land on the west side of Dodd Road adjacent to Mendakota Country Club, medium density classification of two parcels of land on the east side of Dodd Road, north and south of Mendota Heights Road, high density use for a parcel located on the south side of Mendota Heights Road between T.H. 59 and I-35E, and high density classification of two parcels adjacent to I-35E and north of Mendota Heights Road. Councilman Mertensotto objected to the housing goals portion of the plan. After considerable discussion, Mayor Lockwood moved to approve the distribution of the Land Use Plan to the Metropolitan Council and adjoining communities, along with graphics showing proposed changes in the existing zoning map. Councilman Hartmann seconded the motion. Councilman Losleben moved to amend the motion, to approve the Land Use Plan but to re-classify to low density the six parcels described earlier in the dicussion. Councilman Mertensotto seconded the motion.
