Minutes of the Special Meeting
Held Tuesday, March 13, 1979
Pursuant to due call and notice thereof, the special meeting of the City Council,
City of Mendota Heights, was held at 7:30 o'clock P.M. at the City Hall, 750
South Plaza Drive, Mendota Heights, Minnesota.
Mayor Lockwood called the meeting to order at 7:45 o'clock P.M. The following
members were present: Mayor Lockwood, Councilmen Hartmann, Losleben, Mertensotto
and Witt.
MISCELLANEOUS
Ayes: 5
Nays: 0
Mayor Lockwood moved to accept an agenda supplement containing
four additional items for discussion.
Councilman Losleben seconded the motion.
BID AWARD, The Council acknowledged receipt of a letter from August
DELAWARE CROSSING Construction Company requesting Council award of the bid for
improvements to serve Delaware Crossing to the low bidder,
Orfei & Sons.
After a brief discussion, Councilman Mertensotto moved the
adoption of Resolution No. 79- , "RESOLUTION ACCEPTING BIDS AND
AWARDING CONTRACT FOR IMPROVEMENTS TO SERVE DELAWARE CROSSING
AND ADJACENT AREAS (IMPROVEMENT NO. 77, PROJECT NO. 10),"
awarding the bid to Orfei & Sons, Inc. for $859,027.60.
Councilman Hartmann seconded the motion.

PARK CONTRIBUTION The Council received and discussed a proposed resolution to
FORMULA increase the park contribution formula to $550 per lot.

PERSONNEL
As the result of the discussion, Councilman Hartmann moved
the adoption of Resolution No. 79- , "RESOLUTION AMENDING
RESOLUTION 77-15, ESTABLISHING A PARK CONTRIBUTION FORMULA."
Councilman Losleben seconded the motion.'
Administrator Johnson advised the Council that Public Works'
Inspector Pearson has submitted his resignation from City
employment. Mr. Joh nson suggested that the Council would
have two options to consider: replacing Mr. Pearson with a
new Public Works Inspector, using the existing job description;
or, withhold recruitment pending discussion on engineering
future and consider establishing the position of "Assistant
Engineer" to begin an in-house source of engineering expertise.

It was the concensus of the Council that the second option
should be given sI�us consideration, and 'that employing an
experienced person would be preferable.
Administrator Johnson advised the Council on the status of
the Code Enforcement Officer recruitment process.
POLICIES AND PROJECTS The Council and staff reviewed the proposed 1979 policy
and project matters contained in the listing submitted
to the Council on March 6th.
It was noted that the following matters listed as top
priority items are already in process: comprehensive plan,
code enforcement, freeway goals and determination of positions on
freeways, sewer utility operation. The Council addressed the
other policy matters as follows:
Drainage and Surface Water Determinations: discussion, but no
concensus other than the Council should not establish a task
force on future need assessment. Mendota Water Company franchise
termination -- currently working with St. Paul Water Department.
Fire Protection: Councilman Mertensotto and Administrator
Johnson to pursue. Special Assessment Deferment Policy:
staff to establish (propose) criteria for deferments and
give the Council information on previous deferments. Service
charges - the City Clerk was directed to prepare a proposed
resolution. Licenses -- City Clerk to prepare proposed
ordinance revisions. Permits -- deferred to Code Enforcement
Officer. Update Personnel Resolution and Revise Office
Hours - Administrator directed to prepare and submit proposed
revisions to the Council. Elections: City Clerk to pursue
County purchase of election equipment.
Fire Station Addition -- Treasurer and Administrator to
prepare financing input. Trail System - Council discussion
on possible bond issue; information on trail system will be
addressed in Comprehensive Plan. Raise level of Rogers Lake -
Councilman Losleben will refer to Park Commission. Streets
and Storm Sewer system in Ivy Falls - push ahead towards project
stage, order feasibility study. Improve streets and surface
water disposal in extreme north end - postpone until Clements
property develops. Moderate income housing - will be
addressed in comprehensive plan. Acquire additional park land -
will be addressed in comprehensive plan; notify school district
that Council would like to be adVisedpof future School Board
consideration on sale of school district property so that the
City may consider acquiring school property.
ADJOURN There being no further business to come before the Council,
Councilman Mertensotto moved that the meeting be adjourned.
