Minutes of the Adjourned Meeting
Held Tuesday, May 29, 1979
Pursuant to due call and notice thereof, the adjourned meeting of the City Council,
City of Mendota Heights, was held at City Hall, 750 South Plaza Drive, Mendota
Heights, Minnesota.
Mayor Lockwood aalled the meeting to order at 7:30 o'clock P.M. The following
members were present: Mayor Lockwood, Councilmen Hartmann, Losleben and Mertensotto
and Councilwoman Witt.
LOGIS REPORTS
PUBLIC WORKS
DIRECTOR
City Treasurer Lawrence Shaughnessy reported on the status of
LOGIS and distributed prints of the computer-run claims list,
noting that the list was an abbreviation of the actual computer
run. Several members questioned the need for typed check
numbers on the Council copies since the numbers are entered
on the original computer run. It was agreed that merely the
beginning and ending check numbers should be reflected on the
Council claim lists because the original list, with the numbers
printed thereon, is readily available for Council review in the
City offices. Mr. Shaughnessy explained the accounting numbers
associated with each check, and the Council requested that they
be provided with copies of the associated chart of accounts.
Some members questioned whether it might not be more economical
to request computer run copies of the claim list for Council
distribution rather than photocopies made at the City offices.
Staff-was directed to investigate =andr'.determine which method
is more economical. Mr. Shaughnessy then presented a summary
report of revenues and expenditures, showing current month
and year to date figures. It was determined that quarterly
summary statements should be given to the Council.
The Council also discussed computer payroll processing, and it
was noted that payroll is an integral part of the accounting
system and more and better payroll information will be available
once the computer processing is initiated. The Council discussed
the need for dual manual signatures on payroll checks, and it was
the concensus that there should be a facsimile signature for
the Mayor's signature, via either a hand stamp or signature
plate. Administrator Johnson complimented the Accounting
Clerk, Jon Larson, for doing a good job in putting LOGIS into
practice.
Administrator Johnson briefly elaborated on his memo regarding
the appointment of a Public Wor ks Director/Assistant Engineer.
He advised that he has recently had a discussion with the
proposed candidate, James Danielson, on compensation and
indicated to the candidate an annual salary of $24,000 would
be comparable to similar positions in other municipalities and
would fit into the existing City salary schedule.

After questions and discussion, Councilman Losleben moved to
appoint James Danielson as Public Works Director/Assistant
Engineer, at an annual salary of $24,000, with reimbursement
for mileage for business use of his private vehicle based on
17 per mile, and salary review on January 1st as part of the
annual non-union salary review process.
Councilwoman Witt seconded the motion.

LEADERSHIP Mayor Lockwood reviewed the Thomas Killman scoring, reviewing
TRAINING the scores for the Council members as developed at the leadershij
training session conducted in March. The Council discussed the
implementation gap, and the several issues that show up.
Mr. Johnson then distributed blank forms to the Council, asking
for identification of implementation gaps. It was noted that
the report from Lyle Sumek on the training session should be
available prior to any additional discussion on the matter.
The end result of the discussion was that the Council would wait
for the report from Mr. Sumek and then consider spending some
time going over the information with all who participated in the
session. Mayor Lockwood noted in addition that he believes that
communications with the Park and Recreation Commission have
improved.
MISCELLANEOUS
Councilman Losleben brought up the matter of business operations
in residential areas. He stated that he feels that the
Council should avoid allowing conduct of businesses in
residential districts as such activities create nuisances.
A considerable amount of discussion was prompted by the
condition of the Mendota Plaza Shopping Center parking lot and
policing and housekeeping of the entire area. It was the
concensus of the Council that Richard Sheehy be requested to
attend the June 5th Council meeting to discuss the matter.
Councilman Mertensotto briefly reported on th e Fire
Department organization and future of the Department as far as
recruiting new members.
ADJOURN There being no further business to come before the Council,
Councilwoman Witt moved that the meeting be adjourned.
Councilman Hartmann seconded the motion.
