1980-04-07 Council minutesPage 1249 April 7, 1980 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Special Meeting Held Monday, April 7, 1980 Pursuant to due call and notice thereof, the special meeting of the City Council, City of Mendota Heights was held at 5:00 o'clock P.M., on Monday, April 7, 1980, at City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 5:03 o'clock P.M. The following members were present: Mayor Lockwood, Councilmen Hartmann, Losleben, Mertensotto and Councilwoman Witt. MARIE AVENUE Mayor Lockwood advised the Council that he had called the special EMERGENCY REPAIRS meeting for the purpose of discussing Marie Avenue emergency culvert repairs. Mayor Lockwood stated that the notice of the meeting had been sent to all Council members in accordance with City Ordinances, and that copies of the notice had also been posted in City Hall and mailed to the local newspapers. Public Works Director Danielson gave a brief history of the failure in the street section of Marie Avenue near Valley Park. He advised that the failure was detected on April 1st and was caused by erosion around the twin culverts under the road surface. He also advised the Council of what action had been taken by the City to date on the matter. Mr. Danielson advised the Council that the City may request M.S.A. funding for the project, via M.S.A. maintenance monies. City Engineer Kishel explained the engineering details involved in repairing the damage. He distributed a summary of three quotations he had received from contractors for construction of the culvert repairs. Mr. Kishel noted that the quotations ranged from a low bid of $11,671.00 from Orfei and Sons to a high bid of $19,455.00. Mr. Kishel noted that the quotations included only the dirt moving work and culvert replacement, and did not reflect the cost of new curb and gutter and bituminous surfacing. He recommended that the curb and gutter and surfacing be let in a separate contract at a later date, and estimated the cost for bituminous surfacing at $3,000 and curb and gutter 'cost at $750 to $1,000. Councilman Losleben asked what is being done to prevent further failure in the future. Mr. Kishel stated that he proposes an anti-seepage diaphragm to be placed underneath and around the sides of the replacement culvert. After additional discussion, Councilman Losleben moved the adoption of resolution No. 80-35 , "RESOLUTION DESIGNATING MARIE AVENUE EROSION DAMAGE A CITY EMERGENCY AND ORDERING EMERGENCY REPAIRS", directing that the Public Works Director request that funds for financing the repair work be made available from the M.S.A. maintenance allotment. Councilwoman Witt seconded the motion. Ayes: 5 Nays: 0 Ayes: 5 Nays: 0 Ayes: 5 Nays: 0 Page 1250 April 7, 1980 Councilman Losleben moved the adoption of Resolution No. 80-36 , "RESOLUTION ACCEPTING BIDS AND AWARDING THE CONTRACT FOR MARIE AVENUE EMERGENCY CULVERT REPAIRS", awarding the contract to Orfei and Sons for their low bid of $11,671. Mayor Lockwood seconded the motion. There being no further business to come before the Council,Councilman Mertensotto moved that the meeting be adjourned. Councilwoman Witt seconded the motion.
