1980-06-10 Council minutesPage June 10, 1980 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Annual Board of Review Held Tuesday, June 10, 1980 Pursuant to due call and notice thereof, the City Council of the City of Mendota Heights met as the Board of Review at 7:30 P.M. at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 7:35 o'clock P.M. The following members were present: Mayor Lockwood, Councilmen Hartmann, Losleben and Mer- tensotto. Councilwoman Witt had notified the Council that she would be out of town. The Council acknowledged communications from the following: Mr. Gary M. Hagstrom, 1312 Wachtler Avenue, Mr. James Travers, 2234 South Lexington, the owners of Block 2, Eagle Ridge Plat 5, and a telephone communication from Mr. Edward Stringer, 795 Hilltop Court, objecting to the valuations placed on their properties. Mayor Lockwood turned the meeting over to County Assessor William Benjamin. Mr. Benjamin stated that the Assessor's Office did a complete revaluation of Mendota Heights properties for 1980 property assessments. He stated that the notices received by the residents are the result of the revaluation. He asked for general questions and comments from the audience and requested that anyone with specific questions relating to their property valuations discuss the questions with him or another representative of the Assessor's Office at a later point in the meeting. In response to a question from a member of the audience, Mr. Benjamin stated that an increase in property valuation does not necessarily mean that there will be an increase in property taxes. He stated that the tax assessment is based on the value of properties only after a levy is established by the City, County, School District and Metropolitan Agencies. He noted that increases in valuations have occured in the past several years to reflect increases in the market for properties. Mr. Jerre Logan asked if all properties in the City received increased valuations. Mr. Benjamin stated that some properties were reduced because incorrect, high values were placed on them in the past. He stated that the Mendota Heights real estate assessed value increased from $40,774,259 in 1979, to $56,977,831 in 1980. He further stated that the valuation schedule is based on an average sales ratio of properties in the area over a two year period, as well as other factors which relate to each specific property based on general appraisal standards. He pointed out that the 1978/79 sales ratio of 88% was applied. Mr. Benjamin advised the audience that although valuations have increased over: the past several years to reflect market increases, the last revaluation of the City occured eleven years ago. Mr. Benjamin pointed out that each of the individual objections referred to his office this evening will be reviewed and reconsidered. He noted that while a second, new evaluation in response to objection might result in a decrease in valuation, no valuations will be increased for 1980 over the valuations stated in the notices mailed to each property owners earlier this year. Page June 10, 1980 Mr. Benjamin and the representatives of the Assessor's Office met individually with the members of the audience to answer specific. questions on valuations. Assessor O'Toole requested Council approval of two abatements. Mayor Lockwood moved to approve an abatement for Mr. Kit B. Svee, for Parcel No. 27-22501-040-01, reducing the assessed value from $20,545 to $18,480. Councilman Hartmann seconded the motion. Ayes: 4 Nays: 0 Councilman Mertensotto moved to approve an abatement for Mr. Steven L. Wood for Parcel No. 27-22502-030-01, reducing the limited assessed value from $21,056 to $19,740. Councilman Losleben seconded the motion. Ayes: 4 Nays: 0 ADJOURN There being no further business to come before the Board of Review, Councilman Mertensotto moved that the meeting be continued to 7:30 P.M., on June 17th.
