1980-06-24 Council minutesPage 1293 June 24, 1980 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Adjourned Meeting Held Tuesday, June 24, 1980 Pursuant to due call and notice thereof, the adjourned meeting of the City Council, City of Mendota Heights, was held at 8:00 o'clock P.M. at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. the meeting to order at 8:00 o'clock P.M. The following Mayor Lockwood, Councilmen Hartmann, Losleben and Mertensotto Mayor Lockwood called members were present: and Councilwoman Witt. METROPOLITAN COUNCIL SURFACE WATER STUDY Ayes: 5 Nays: 0 COMPREHENSIVE PLAN/ AIRPORT NOISE Ayes: 5 Nays: 0 Mayor Lockwood gave a short history of discussions between Mrs. Kathleen Ridder, Metropolitan Council representatives and Northern Dakota County Mayors and Managers exploring the feasibility of ways of handling drainage that crosses municipal boundaries. It was noted that the Metropolitan Council had net with a number of communities including West St. Paul, supporting Metropolitan Council studying of drainage. After further discussion, Councilman Losleben moved to support Metropolitan Council studying of surface water drainage in northern Dakota County. Councilman Hartmann seconded the motion. Mr. Bob Ryan, of Howard Dahlgren and Associates, was present to discuss the many changes in the Comprehensive Plan, changes- that were necessary to reflect more recent information, changes and ideas requested by the Metropolitan Council and addition of an Airport Element. There was considerable discussion on the airport element with several Councilmen noting that they were reluctant to have existing standards re-published in the Comprehensive Plan. Mr. John Schardlow, also from Howard Dahlgren's office, was present to discuss a proposed resolution to be addressed to the MN/MAC Committee. Several Councilmen acknowledged the preferential landing system but questioned the enforcement and administration of that landing pattern. After further discussion, Councilman Losleben moved the adoption of ReSolution No. 80-60, "RESOLUTION REGARDING LAND USE COMPATIBILITY GUIDELINES FOR AREAS IMPACTED BY AIR TRAFFIC NOISE FROM THE TWIN CITIES METROPOLITAN AIRPORT." Mayor Lockwood seconded the motion. Page 1294 June 24, 1980 Further discussion on the airport element ensued. Howard Dahlgren _was also present for the discussion. It was finally agreed that the planners would rewrite the airports element and have it back to be included with the July 1st agenda packet. The Council also discussed other elements of the Comprehensive Plan changes including discussion on housing, trails, sanitary sewer and the new implementation activities. It was agreed that the Planners would submit corrected versions of the foregoing changes for Council consideration on July 1st. CAPITAL IMPROVEMENTS The Capital Improvements Program as prepared by Administrator PROGRAM Johnson was explained along with the history leading up to the suggested plan as presented on June 3rd. A considerable amount of discussion ensued, especially relating to a number of details on the proposed fire facilities expansion and also park acquisition and development. It was acknowledged that the estimated cost for fire facilities expansion should be increased considerably and the estimate for acquisition and development of the Wachtler property should also be increased. It was noted that the fire facilities and park expansion would be subject to finalization of plans and subject to voter approval. After further discussion, it was agreed that the revised Capital Improvements Program would be included with the changes being prepared by Dahlgren and Associates, all to be available for the July 1st agenda. ADJOURN There being no further business to come before the Council Councilwoman Witt moved that the meeting be adjourned. Councilman Mertensotto seconded the motion.
