1980-02-19 Council minutesPage 1226 February 19, 1980 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Regular Meeting Held Tuesday, February 19, 1980 Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota Heights, was held at 7:30 o'clock P.M. at City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 7:30 o'clock P.M. The following members were present: Mayor Lockwood, Councilmen Hartmann and Mertensotto, Councilwoman Witt. Councilman Losleben had notified the Council that he would be out of town. APPROVAL OF Councilwoman Witt moved approval of the minutes of the MINUTES February 5th meeting. Mayor Lockwood seconded the motion. Ayes: 4 Nays: 0 H.R.A. Councilman Mertensotto reported on his discussions with AGREEMENT H.R.A. staff regarding a proposed joint cooperation agreement which would authorize the County to apply for a Community Development Block Grant. He stated that the agreement has nothing to do with future programs and does not involve any commitment from the City. He recommended approval of the agreement. Ayes: 4 Nays: 0 FIRE DEPARTMENT ANNUAL REPORT Councilman Mertensotto moved to adopt the Joint Cooper- ation Agreement between the City and the County and to authorize execution of the agreement by the appropriate City officials. Councilman Hartmann seconded the motion. Fire Chief Siebell, Assistant Chief Peterson, Fire Marshal Lange and Fireman Gene Olson were present to review and answer questions relating to the 1979 Fire Department annual report. Captain Lange expanded on the portions of the report dealing with training and response time. Mr. Olson, who is a train- ing officer, explained the training program and responded to several Council questions. FIRE FACILITIES Councilman Mertensotto reported on Fire Facilities Committee COMMITTEE meetings and activities. DEPARTMENT The Council acknowledged receipt of the Police and Fire REPORTS Department monthly reports for January. ECONOMIC CRIME The Council acknowledged and briefly discussed a memo from the Police Chief regarding the termination of the County grant for economic crime investigations. PORTABLE BREATH TESTERS Ayes: 4 Nays: 0 COMMUNICATIONS OPTION EXTENSION Ayes: 4 Nays: 0 PARK CONTRIBUTIONS Ayes: 4 Nays: 0 PERSONNEL Page 1227 February 19, 1980 The Council acknowledged and discussed a memo from Chief Thul relative to the availability of portable breath testing units to local police departments, on a loan basis, through a Federal grant administered by the Bureau of Criminal Apprehension. It was noted in the memo that the City would bear no cost for the use of the portable units. , On the recommendation of Chief Thul, Mayor Lockwood moved theadoption of Resolution No. 80-15, "RESOLUTION AUTHOR- IZING EXECUTION OF AGREEMENT FOR ALERT J3A UNITS," author- izing the appropriate City officials to execute said agreement. Councilman Hartmann seconded the motion. The Council acknowledged and discussed a letter from Tom Riley relative to sight obstructions at the intersection of Emerson Avenue and Dodd Road. The Council acknowledged the problem, and directed that a copy of the letter be forwarded to Mn/DOT and Somerset Country Club. The Council acknowledged an addendum to the Association of Metropolitan Municipalities legislative proposals. Based on the recommendation of the Fire Facilities Committee, Councilwoman Witt moved to approve a $1,000 disbursement to extend the Kirchner property option agreement through June 30, 1980. Councilman Hartmann seconded the motion. The Council acknowledged and briefly discussed a memo from the City Administrator recommending an increase in the park contribution requirement from $550.00 to $600.00 per standard lot. Councilwoman Witt moved the adoption of Resolution No. 80-16, "RESOLUTION AMENDING RESOLUTION 79-31, ESTABLISHING A PARK CONTRIBUTION FORMULA," as recommended by the City Administr- ator. Councilman Hartmann seconded the motion. The Council acknowledged and discussed a memo from the City Administrator regarding compensation for the Recrea- tion Director and recommending that a $25.00 per month mileage expense for Mr. Selander be authorized. Administra- tor Johnson stated that the Park Commission has recommended that Mr. Selander's total compensation be increased and that he has advised the Commission that the salary recomm- ended by the Commission cannot be considered but that since travel costs have increased, a mileage allowance would be appropriate. He stated that he has discussed the matter with Mr. Selander and that Mr. Selander was satisfied with Page 1228 February 19, 1980 the proposed mileage allowance in addition to the approved 1980 salary. Councilwoman Witt quoted various Recreation Director salar- ies from the Stanton Survey. She stated that the Park Commission has recommended a 1980 salary of $7,500. She felt that salary recommended by the Commission should be adopted, particularly in view of the salaries listed in the Survey. After discussion, Mayor Lockwood moved to approve the Administrator's recommendation, approving the total compen- sation of $5,.778.00 plus $25.00 per month mileage allowance for the Recreation Director for 1980. Councilman Mertensotto seconded the motion. Ayes: 3 Nays: 1 Witt MISCELLANEOUS The Council acknowledged an excerpt from "Nation's Cities Weekly" regarding deadlines on interstate highway systems. AMBULANCE Administrator Johnson distributed copies of a Metropolitan SERVICE Council booklet entitled "Ambulance Service in the Metropo- litan Region - 1979." He advised the Council that a meeting to discuss ambulance servicing has been scheduled at City Hall at 3:30 P.M. on February 27th. He stated that repre- sentatives of the Department of Health, Metropolitan Council and several Dakota County.communities and Divine Redeemer Ambulance Service have been invited to attend. He urged the Council members to attend the meeting. AUDITOR The Council acknowledged receipt of a memo from Treasurer SELECTION Shaughnessy regarding City audit options, and proposals from three auditing firms: Wilkerson, Guthmann and Johnson, Elmer Fax Company and Peat, Marwick and Mitchell. Mr. Shaughnessy briefly reviewed the proposals and gave the Council a brief history of the firms. He noted that the fees quoted by Wilkerson and Peat Marwick were roughly the same - $16,000 for 1979, and the fee quoted by Fax is $12,000. He raised two questions relating to the Fax Company fee: the proposal does not include a separate audit of Revenue Sharing, simply indicates that the 1978 audit be submitted to the appropriate federal agency; second, the proposal is based on a starting point of all City financial matters being on an accrual basis when the audit commences. He pointed out that the books are currently only 60% accrual. Mayor Lockwood noted that the Wilkerson, Guthmann and Johnson letter indicated that approximately $4,000 of the 1979 audit cost would be related to the work necessary to bring the records to full accrual. Mr. Shaughnessy stated that he is concerned over changing audit firms prior to completion of the conversion to accrual. He suggested that it might be more advisable to retain the previous auditor for the 1979 audit and change firms for the 1980 audit process. After considerable discussion, Mayor Lockwood moved to appoint Wilkerson, Guthmann and Johnson to prepare the 1979 City audit. Councilwoman Witt seconded the motion. Motion failed for lack of majority. After additional discussion, the matter was continued to March 4th. The Council acknowledged receipt of the Treasurer's report for January. The Council acknowledged and discussed the proposed assess- ment rolls for the Medallion Industrial Park, South Ridge Addition and Royal Redeemer area public improvements. The Council had several concerns over the distribution of costs for the Royal Redeemer project, and deferred any decision on establishing a hearing until the City Engineer is available to answer questions. Councilman Hartmann moved the adoption of Resolution No. 80-17, "RESOLUTION CALLING FOR HEARING ON ASSESSMENT ROLL FOR SOUTH RIDGE ADDITION IMPROVEMENTS (Improvement No. 77, Project No. 9)," the hearing to be conducted on March 18th. Mayor Lockwood seconded the motion. Councilman Hartmann moved the adoption of Resolution No. 80-18, "RESOLUTION CALLING FOR PUBLIC WORKS GARAGE - MEDALLION INDUSTRIAL PARK IMPROVEMENTS (Improvement No. 78, Project No. 5)," the hearing to be conducted on March 18th. Mayor Lockwood seconded the motion. Councilman Hartmann moved approval of the list of claims. Councilwoman Witt seconded the motion.
