1980-10-14 Council minutesPage No. 1365 October 14, 1980 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Adjourned Meeting Held Tuesday, October 14, 1980 Pursuant to due call and notice thereof, the adjourned meeting of the City Council, City of Mendota Heights, was held at 8:00 o'clock P.M. at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 8:07 o'clock P.M. The fallowing members were present: Mayor Lockwood, Councilmen Losleben, Hartmann, Mertensotto, and Councilwoman Witt. HEARING, EAGLE RIDGE P.U.D. Ayes: 5 Nays: 0 Mayor Lockwood opened the meeting for the purpose of a public hearing on amendments to the PUD concept for Eagle Ridge. Ron Erickson, architect for the project, explained a colored drawing of the proposed 60 unit condominiums and also showed an overview of the original proposal and the present proposal. Mayor Lockwood asked for questions or comments from the audience. In response to a request from Mr. Ward Johnson, 1833 Eagle Ridge, Mayor Lockwood read a memo from Planner Dahlgren, dated October 14th, which was received at the meeting. It was noted in the memo that the project would contain one driveway entrance, rather than three entrances in the original proposal. Councilman Mertensotto expressed concern over the single entrance, wondering whether that would be adequate for Police/ Fire protection. Mr. Erickson stated that he would like approval to increase the outside parking spaces from 23 spaces to 32 spaces, and the Council concurred. There being no further questions or comments from the audience, Councilman Mertensotto moved that the hearing be closed at 8:34 o'clock P.M. Councilman Losleben seconded the motion. Based on the City Planner's recommendations in a memo dated L. October 14, 1980, and the apparent concensus of the affected property owners within the development area, Mayor Lockwood moved to approve the amendment to the existing Planned Unit Development consistent with the design criteria set forth in the Planner's memo and subject to the following conditions: a. Assurance that a park contribution has been made. b. Execution of a Developer's Agreement. c. Grading, drainage and landscape plans be submitted and approved. d. Removal of all dead and diseased trees from the site. e. Approval of access/egress by the Police and Fire. Ayes: 5 Nays: 0 DIVINE REDEEMER AMBULANCE SUBSIDY Ayes: 4 Nays: 1 Hartmann WATER AGREEMENT Ayes: 5 Nays: 0 ADJOURN Ayes: 5 Nays: 0 Page No. 1366 October 14, 1980 Councilman Losleben seconded the motion. Mr. Erickson indicated that he would present the proposed final plat and a request for a foundation permit on November 18th. After an oral report from Mayor Lockwood, Councilman Losleben Moved approval of the Divine Redeemer Ambulance Agreement as presented on October 7th. Councilwoman Witt seconded the motion. Public Works Director Danielson reviewed a proposed amendment to the St. Paul Water Department Service Agreement, relative to the watermain extension along Delaware Avenue between TH 110 and Huber Drive. Councilman Losleben moved approval of the first rider to the St. Paul Water Agreement. Councilman Hartmann seconded the motion. There being no further business to come before the Council, Councilman Losleben moved that the meeting be adjourned. Councilwoman Witt seconded the motion.
