The Council acknowledged a notice of hearing from the Department
of Natural Resources on an application by the Mn/DOT for
permits to alter public waters in connection with the construction
of 1-494. Administrator Johnson stated that the DNR will hold
a hearing.on January 19th to consider Mn/DOT permit applications
for the filling of a portion of Schmidt Lake and construction
of drainage facilities along 1-494 from I-35E to South St. Paul.
Mr. Johnson explained that the Mn/DOT intends to use'Hornbeam
Lake as a discharge point for drainage from 1-494'Which would
require installation of an overflow structure and several feet
of 30" pipe. The overflow would drain into a slough on the
east side of Delaware Avenue which will drain into Mendota
Heights.
Mayor Lockwood suggested that if the City agrees with the
Mn/DOT proposal, an agreement should be made with Mn/DOT wherein
Mn/DOT would install metering devices to control the flow
of run-off into Mendota Heights.

the Council on January 6th.
