1981-03-10 Council minutesPage 1440 March 10, 1981 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Adjourned Meeting Held Tuesday, March 10, 1981 Pursuant to due call and notice thereof, the adjourned meeting of the City Council, City of Mendota Heights, was held at 7:30 o'clock P.M. at City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 7:30 o'clock P.M. The following members were present: Mayor Lockwood, Councilmen Hartmann and Mertensotto, Councilwoman Witt. Councilman Losleben had notified the Council that he would be absent. AIRPORT NOISE ZONING ADJOURN Ayes:4 Nays:0 Mayor Lockwood noted that the adjourned meeting was being held to discuss airport noise jointly with representatives of the Cities of Eagan, Inver Grove Heights and Burnsville. The following representatives were present: Eagan Mayor Bea Blomquist and Council Members Tom Egan, Dale Runkle, and Mark Parranto and City Administrator Tom Hedges, Inver Grove Heights representative Cal Blomquist, and Mendota Heights Treasurer Lawrence Shaughnessy and Public Works Director James Danielson. Mayor Lockwood gave a brief introduction and turned the meeting over to Mr. John Shardlow, a planner for Mendota Heights, and Mr. John Voss, Planner for Eagan and Inver Grove Heights. Mr. Shardlow gave the Council and audience background information on the airport noise problem and information on the effect of airport noise on comprehensive planning. Mr. Voss discussed three abatement strategies and MC/MAC recommendations. Both planners then summarized the discussion and suggested future action by the communities. Councilman Mertensotto expressed concern over planning costs expended by the cities for airport noise impact studies and analysis and felt that there should be some State compensation to the cities for the expenditures. After joint discussion, the concensus of the officials present was that the planners should be directed to prepare a position statement which reiterates and expands on the concerns expressed in the joint Eagan/Mendota Heights resolution regarding land use compatibility guidelines adopted in June of 1980. The planners were also directed to attend the Metropolitan Council Transportation Subcommittee meeting to be held on March 17th, the Physical Development Committee meeting to be held on March 19th, and the full Metropolitan Council meeting to be held on March 23rd. There being no further business to come before the Council, Councilman Mertensotto moved that the meeting be adjourned. Councilwoman Witt seconded the motion. TIME OF ADJOURNMENT: 9:35 o'clock P.M.
