JOE DELISI MISCELLANEOUS TAX INCREMENT FINANCING MISCELLANEOUS ANNUAL REPORT Page 1459 April 21, 1981 The Council received a handout letter from Mr. DeLisi and a report from Planner Dahlgren in response to Mr. DeLisi's letter. The Council took several minutes to review the information. Attorney Winthrop advised that at the present time the Ordinance does not permit retail sales in an Industrial district. The City needs to amend the Ordinance to allow retail sales in an "I" district. Mayor Lockwood suggested that the Council consider retail sales as a permitted accessory use in a warehousing operation. Councilman Hartmann felt that the Ordinance should be amended and that each case would be treated as a special case. Councilwoman Witt felt that this would be appropriate, as the City would not want to lose control over the situation. Administrator Johnson suggested referring this matter to the Planning Commission for their recommendation. Attorney Winthrop advised that any Ordinance amendments require Planning Commission recommendations. Mayor Lockwood suggested that this matter be referred to the Planning Commission, noting that the Council favors Alternate #2, as outlined in Planner Dahlgren's memo. Councilwoman Witt reported on a SRA meeting that she had attended, noting that the Suburban Rate Authority is monitoring the Metropolitan Waste Control Commission, Northern States Power Company, Northwestern Bell Telephone Company and Minnegasco. She also had a question on what kind of a timetable the Cable Advisory Commission is looking at. Councilman Hartmann advised that he had been informed that the Pilot Knob Road upgrading is underway and that they are moving utilities in Eagan, and heading toward Mendota Heights Road. City Attorney Winthrop advised that it was his opinion that the City is not ready for a public hearing on May 5th on the Tax Increment Financing District. He had spoken with the attorneys for MAC and there may be a dispute over the land that was included in the district. Administrator Johnson noted that staff will meet with County and School District representatives prior to the hearing. Public Works Director Danielson reminded the Council of the third annual City Tour to be held Saturday, April 25th at 8:30 A.M., commencing at the Public Works Garage.
