1981-06-10 Council minutesPage 1483 June 10, 1981 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Annual Board of Review Held Wednesday, June 10, 1981 Pursuant to due call and notice thereof, the City Council of the City of Mendota Heights met as the Board of Review at 7:30 P.M., at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 7:32: o'clock P.M. The following members were present: Mayor Lockwood and Councilman Hartmann. Councilman Losleben and Councilwoman Witt had notified the Council that they would be unable to attend. Mayor Lockwood turned the meeting over to County Assessor Jake O'Toole. Mr. O'Toole asked for general questions and comments from the audience and requested that anyone with specific questions relating to their property valuations discuss the questions with him or another representative of the Assessor's Office at a later point in the meeting. In response to a question from a gentleman in the audience, Mr. O'Toole stated that in 1980, all Mendota Heights property was re-evaluated and the tax estimates increased rather sharply. Normally they increase an average of 10% of land value and 5% of building value. Councilman Mertensotto arrived at 7:35 P.M., Mr. O'Toole went on to say that a number of factors are used in evaluating a piece of property, such as the quality of the home construction, the location of the property, the age of the structure and any extras, such as fireplaces, etc. He also stated that the size of the lot can make a difference in property value. Mr. O'Toole also noted that the mill rate is 82.332, which is a total of 20.182 for the County, 14.679 for the municipality, 42.331 for School District #197, and 4.25 for the Special Districts. Mr. O'Toole and the five representatives of the Assessor's Office met individually with the thirty members of the audience to answer specific questions on valuations. Assessor O'Toole reqeusted Council approval of two abatements. Councilman Mertensotto moved to approve an abatement for B. Lee and Diane R. Smith, for Parcel No. 27-81300-045-00, reducing the assessed value from $15,968 to $14,792. Councilman Hartmann seconded the motion. Ayes: 3 Nays: 0 Mayor Lockwood moved to approve for Parcel No. 27-37700-020-02, from $42,960 to $33,888.
