Minutes of the Adjourned Meeting
Held Tuesday, August 24, 1982
In accordance with action taken at the regular meeting of August 17th, the
adjourned meeting was held at 7:00 o'clock P.M. in the Conference Room, Suite
214, 750 South Plaza Drive, Mendota Heights, Minnesota.
Mayor Lockwood called the meeting to order at 7:00 o'clock P.M. The following
members were present: Mayor Lockwood, Councilmembers Hartmann, Losleben, Mertensotto
and Witt.
SENIOR CITIZEN Mayor Lockwood noted that Mr. Jack Klepp, from A.H. Wilder,
HOUSING, A.H. Inc., was present to requeSt further consideration concerning
WILDER the development of a senior citizen housing structure. City
Administrator Johnson explained that Mr. Klepp, members of
Dakota County HRA, and representatives of Miller Schroeder
had met on four occasions to discuss the feasibility of
financing and constructing the senior citizen housing. He
suggested that the Council consider a special meeting at
which time the foregoing people would give a status report
to the City Council members. Such status report was necessary
to allow further consideration:by-Counoil7members-todetermine
further action. After a short discussion, Councilman
Losleben moved that a special meeting be established for
Tuesday, August 31, at 7:30 o'clock P.M. to receive a report
and discuss a number of policy issues and the feasibility of
the senior citizen housing development. The Planning
Commission members are to be invited to such special meeting.
Councilwoman Witt seconded the motion.

PUBLIC WORKS Dick Ploumen, Public Works Supervisor, was present to explain
BUDGET REQUESTS the several 1983 budget requests for Streets, Parks, and
DISCUSSION Utilities. Mayor Lockwood noted that the several budget
requests appeared to be minimal and only maintained the
status quo.
Councilman Mertensotto asked about the feasibility of public
works removing snow from the several fire station driveways
and approaches. Mr. Ploumen indicated that this had not been
done in the past because of an existing private contract. He
indicated that such snow removal could be given priority on
the snowplowing list. The concensus of the Council members
was that this should be initiated. There was very little
further discussion on the Street requests.
On the Sewer Utilities requests, it was noted that the MCC
charges for 1983 are considerably less than 1982. There was
a short discussion concerning the installation of water services

by the St. Paul Water Department. There was also a short
discussion on the employment of seasonal help and the SSES
activities by the utilities personnel.
A short discussion ensued on the Park budget request. Park
Commission Chairman Tom Bayless, was present to partake of
the discussion. He noted that the beach activities would
probably be eliminated in 1983. A brief discussion was
held concerning recreational salaries and also the professional
service%fees concerning CIP's.
There was no further discussion on the Public Works requests
and Mayor Lockwood noted that the final figures would have
to be adjusted to reflect total estimated 1983 revenues.
Mayor Lockwood noted that this was the date and time to
consider interviewing of three architectural firms for the
purpose of selecting a firm to perform the professional
services of designing a new fire station. Architectural
Alliance was the first firm to be interviewed.
Architectural Alliance -
Mark Merrill and Carl J. Remick, Jr. were present to describe
their firms capabilities. They noted their experience in
designing structures of a similar nature and also that they
had been commissioned by Cray Research to do the three projects
in Mendota Heights. They noted that they would engage consult-
ing engineers satisfactory to the City of Mendota Heights after
they were commissioned to perform the architectural services.
They indicated that, based on parameters established by the City,
that the proposed building would cost approximately $55.00
per square foot, which would result in an estimated cost of
approximately $500,000. Based upon the estimated cost, they
indicated a service fee of $29,000, which would be the maximum
figure in a service contract. This would provide the normal
architectural services and they would possibly require additional
fees for any unique studies, which were not expected. They
indicated their willingness to guarantee the above fee as a
maximum, using a monthly billing method for compensation.
After a number of questions from the Council members, the inter-
view was ended at approximately 8:37 o'clock P.M.
Robert Burow Architect -
Mr. Burow was present to explain his firm and its capabilities.
He sited examples of fire stations that he has been involved
with in the past. He also noted various involvements in Mendota
Heights structures, such as the Dakota County State Bank addition,
the Royal Redeemer church expansion and Dakota's Adults. He
also noted the very complicated and.Sophistiaated:vorkrequired
at7the'St.-Jude-Churchin,Little Canada. He noted the several
consulting firms that he uses to supplement the architectural
services. He noted the "task description"process asexplained
in his brochure. He noted the program cost estimate as he
prepared it amounted to $503,360. It was noted that on a task

fee schedule the estimated fee would amount to $36,750. It was
noted that this amounted to a fee of approximately 7.3%, but
that the actual billing would not exceed the $36,750. He
presented a short slide presentation of photos of a number of
the buildings in which he was involved. The, Council abked a
number of questions, among which was one questioning the
adequacy of a total hourly estimate. After several other
questions, the interview was completed at approximately 9:40 P.M.
Trossen-Wright Architects -
Representatives of Trossen-Wright included Mr. Don Wright, Janet
Blesener, and Jim Jordan. They explained the history and cap-
abilities of their firm. Ms. Blesener outlined the services
that the firm would perform for the City of Mendota Heights.
It was noted that the fee was proposed to be 5.75% of the total
construction cost. Based on an estimated cost of $55.00 per
square foot, the total estimated cost would be approximately
$500,000. Based on such estimated total cost, the architectural
fee would amount to $28,750. There was some discussion as to
whether the $28,750 was a maximum figure. No clear cut
decision or understanding was reached. They presented several
slide presentations showing structures that the firm has been
involved in and noting the personnel available for professional
fees. They noted their limited experience on design of fire
stations, although the outline of services indicated the one
task of researching and studying existing stations located
throughout the area. After several questions the interview
terminated at approximately 10:42 o'clock P.M.
The Council members spent some time discussing the attributes
of the three firms. A number of the strong points of each
firm were noted and reviewed. The lateness of the hour was
noted and the Council members agreed that a decision should
be reached at the next regular Council meeting of September 7,
1982.
A short discussion concerning representation on the NDC4 Board
took place, however no action was taken.
There being no further business to come before the Council,
Councilman Hartmann moved that the meeting be adjourned to
7:30 o'clock P.M., on Tuesday, August 31.
Councilman Losleben seconded the motion.
