1983-09-28 Council minutes( ' ) Page No. 1895 September 28, 1.983 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Special Meeting Held Wednesday, September 28, 1983 Pursuant to due call and notice thereof, the special meeting of the City Council, City of Mendota Heights, was held at 7:30 o'clock P.M., in the City Hall Engin- eering Conference Room, Suite 214, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood called the meeting to order at 7:30 o'clock P.M. The following members were present: Mayor Lockwood, Councilmembers Hartmann, Mertensotto, Losleben and Witt. Also present were City Administrator Orvil Johnson and Kevin Frazell; City Administrator candidate. The purpose of the meeting was to discuss a proposed employment agreement presented by Mr. Frazell. Mayor Lockwood asked Mr. Frazell to orally review the some 14 items in the proposed agreement. Mr. Frazell reviewed the following paragraph titles: Duties, Compensation, Termination, Deferred Compensation, Auto Allowance, Insurance, Vacation and Sick Leave, Compensatory Time, Membership Dues, Conferences, Training, and Continuing Education, Business Expenses, Relocation Allowance and General Conditions of Employment. Council members expressed concerns and clarifications on Compensation, Termination, Insurance, Vacation and Sick Leave, Compensatory Time, Conferences, Training, and Education, Business Expenses and Relocation Allowance. Each one of these paragraphs were thoroughly discussed and suggestions were made as to satisfactory language. In summary, Mr. Frazell reviewed the changes, noting that: 1. Relocation expenses would remain as presented, except a one year time limit would be imposed. 2. Keep paragraph 11, Business Expenses. 3. Dues, Conferences and Training expenses would be reviewed annually at budget time and special approval would be required before attending conferences. Paragraph 8, Compensatory Time, would be removed in its entirety. 4. Vacation to be set at two (2) weeks during 1984 and three (3) weeks in 1985 and annually thereafter. 5. Compensation will be $35,000 to start and $37,500 effective on March 1, 1984. Councilman Mertensotto noted his objections to paragraph #11 and the relocation expenses. After some amount of discussion, Mr. Frazell ADJOURN Ayes: 5 Nays: 0 Page No. 1896 September 28, 1983 agreed that paragraph #11 should be removed. Councilman Mertensotto again reiterated his objection to the amount of relocation expenses. Mr. Frazell then noted that he had been on the 1983 ICMA Conference Planning Committee and that the Conference was scheduled for early October, in Kansas City. He noted that Coon Rapids was reluctant to pay expenses because he is leaving Coon Rapids and asked the City Council if Mendota Heights would pay for registration and expenses. Administrator Johnson noted that he was not planning to attend the Conference and after a short discussion the general concensus was that such costs would be reimbursed by Mendota Heights. Administrator Johnson was directed to prepare the appropriate documents reflecting the foregoing changes. There being no further business to come before the Council, Mayor Lockwood moved that the meeting be adjourned. Councilman Mertensotto seconded the motion. TIME OF ADJOURNMENT: 9 :20 o'clock P.M.
