Minutes of the Adjourned Meeeting
Held Tuesday, August 23, 1983
Pursuant to due call and notice thereof, the adjourned meeting of the City Council,
City of Mendota Heights, was held at 7:30 o'clock P.M., at the City Hall, 750 South
Plaza Drive, Mendota Heights, Minnesota.
Mayor Lockwood called the meeting to order at 7:30 o'clock P.M. The following members
were present: Mayor Lockwood, Councilmembers Hartmann, Mertensotto and Witt. Council
member Losleben had notified the Council that he would be out of town.
1983 BUDGET Police Chief.. Delmont reviewed his 1984 budget proposal for the
PROPOSALS Council, answering questions relating to the Divine Redeemte
Ambulance Subsidy, Police dispatching and various other items.
The City Clerk advised the Council that while the Police Chief's
budget memo'indicated' an:.8.1% budget increase, the shifting of
office rental from Administration to Police in the amount of
$9,220 should not be considered as part of the'percentage
increase because there is a corresponding decrease in
Administrative expenses. The overall budget increase proposed
for 1984, after exclusiOn- of the office rental from percentage
calculations, amounts to 6.36% increase over 1983.

Fire Chief Leroy Noack answered Council questions regarding the
proposed 1984 Fire Department budget. Chief Noack addressed the
substantial percentage increase proposed over 1983, pointing
out the need to "catch up" in various areas because past budgets
have been too conservative. He indicated he would like to
pursue a program of preventive maintenance for equipment and in-
crease training, among other things. The Council discussed the
proposed budget with Chief Noack, asking questions relating in
particular to the line item for snowplowing of firemen's drive-
ways and the distribution of costs for repair of fire vehicles.
The Council acknowledged theproposed Code Enforcement budget for
1984, and directed, in the absence of the Code Enforcement
Officer, that the document be returned to the Code Enforcement
Officer for adjustment of the 1983 Estimate column.
The City Clerk reviewed briefly the Planning Commission budget
proposed for 1984, and briefly reviewed the staff philosophy
toward charging retainer and budgeting for fees for City Engi-
neering time spent on planning activities as well as similar
charges for Engineering Services to other departments in the
City.
Public Works Supervisor Ploumen reviewed and answered Council
questions regarding the proposed budgets for 1984 activities
in the Park and Recreation Department and Road and Bridge Dept.
There being no further items to be brought before the Council,
Councilwoman Witt moved that the meeting be adjourned.
Councilman Hartmann seconded that motion.
