THE VILLAGE OF MENDOTA HEIGHTS
The regular meeting of the Mendota Heights Village Council was
held at the Village Hall August 19, 1957, at 8:00 P.M.
The roll being called, all members were present.
The minutes of the previous meeting were accepted as presented
with the following revision and addition:
The sentence "ft. petition from the Civic Association in
regard to the.extension of Douglas Lane to Marie Avenue
was referred to the Planning Commission", was changed to
read, "A petition from the Civic Association in regard
to the,extension of Lilac Laneto Marie Avenue was re-
ferred to the Planning Commission."
There was added to the minutes the following:
"The former Town Board of Mendota Township promised that
Ellen Street would be constructed as a first class road
and would always be maintained as such. The Village of
Mendota Heits recognizes this obligation on testimony
of former Town Board members Louis Wachtler and Frank
Stary."
On motion of Trustee Krammer, seconded by Trustee Horning, it
was resolved that the Roads in units two and three in the
Friendly Hills Addition be accepted as Village roads. Ayes:-5;
Nays:-0.
On motion of Trustee Horning, seconded by Trustee Sweney, it was
resolved that the water system constructed by the Mendota Water
Company be accepted provided that a meter be installed between
the pump and tank. Ayes:-5; Nays:-00
The Dakota County Commissioners rejected the appeal of the Village
of Mendota Heights to accept Chippewa Avenue as a County Road.
On motion of Mayor Edman, seconded by Trustee Horning, it was re-
solved that Trustee Krammer be empowered to obtain bids to correct
the drainage problem on Chippewa Avenue. Ayes:-5; Nays:-0.
A petition from residents on Hiawatha Avenue, requesting that the
street be blacktopped, was received by the Council. On motion of
Mayor Edman, seconded by Trustee Krammer, it was resolved that
the hearing date for said proposed blacktopping be set for
Saltember 16, 1957. Ayes:-5; Nays:-0.
On motion of Mayor Edman, seconded by Trustee Krammer, it was re-
solved that Village Engineer, Ed Kishel, study the drainage pro-
blem in the Tilsen Highland Heights-area and report back to the
Council on November 18, 1957, when a public hearing will be held.
Ayes:-5; Nays:-0.
On motion of Mayor Edman, seconded by Trustee Krammer, it was
resolved that Village Engineer, Ed Kishel, study the drainage
problem in the Curley Valley View Addition and report back to
the Council on November 18, 1957, when a public hearing will be
held. Ayes:-5; Nays:-0.
On motion of Trustee Kramer, seconded by Trustee Sweney, it was
resolved that the Mayor and Clerk be authorized to sign and exe-
cute a lease with School District #2 to lease the Pilot Knob
School for a period for one year. Ayes:-5; Nays:-0.
Village Attorney, James Oppenheimer, was requested to notify the
River Road Club to desist putting their "River Road Club Open"
sign over the Village "Road Closed" sign. The Village Attorney
was also requested to render an opinion covering the entire River
Road problem.
A report from the St. Paul Fire and Marine Insurance Company to
the Village recommended that the Village comply with four requests
in conjunction with insurance policy h566JE0830. Items 1, 2 and 3
are being accomplished immediately and Item 4 will be completed as
early as possible.
On motion of Trustee Sweney, seconded by Trustee Horning, it was
resolved that the Village of Mendota Heights be, and hereby is,
divided into three election districts as follows:
District #1 shall comprise that part of the Village lying
North of the center line of Highway 100 and East of Victoria
Road.
District #2 shall comprise that area of the Village lying
South of the center line of Highway 100 and East of the
center line of Lexington Avenue.
District #3 shall comprise that area of the Village lying
North and West of a line beginning at the South boundry
of the Village extending North on the center line of Lex-
irgon Avenue to its intersection with Highway 100; thence
East on Highway 100 to its intersection with Victoria Road;
thence North along Victoria Road to the North boundry of
the Village.
It was further resolved that the Somerset School is hereby desig-
nated as the place for holding elections for those voters residing
in District #1 and the Village Hall is hereby designated as the
place for holding elections for those voters residing in District
#2 and Mendota Heights School is hereby designated as the place
for holding elections for those voters residing in District #3.

On motion of Trustee Krammer, seconded by Trustee Horning, it
was resolved that an engineer be engaged to study all drainage
problems in the Village. Ayes:-5; Nays:-0.
Dakota County agreed to give the Village $3,658.71 for road aid.
This money does not have to be matched to.be obtained. Also the
Village is to receive from Dakota County another $6,493.49 of un-
(-) matched money in November, 1957.
The special census has been completed. The 1950 census was 2107,
and the new census is approximately 4127.
On motion of Trustee Horning, seconded by Trustee Sweney, it was
resolved that the three applications presented to the meeting
for abatement of real estate taxes be denied. Ayes:-5; Nays:-0.
On motion of Trustee Horning, seconded by Clerk Stary, it was
resolved that the following well drilling permit fees be adopted:
0
For 2", 3", 4" and 5" diameter casings
For 6, 8" and 10" diameter casings
Add $5.00,to above permit fees for each 50'
of well depth
Repair of Well $2.00
Contractor's bond $3,000.00

A letter from Tilsen Highland Heights, in regard to hardship case
lots was referred to the Planning Commission. Bliilding inspector,
Richard Bjorklund, was requested to check on these lots and report
back to the Council.
On motion of Trustee Horning, seconded by Trustee Krammer, it was
resolved that action on the request of Mr. Brennan for the re-
zoning of property at the Southeast corner of present Highway 49
and Highway 100, for the purpose of constructing a shopping center,
be postponed. Ayes:-5; Nays:-0.
On motion of Trustee Krammer, seconded by Mayor Edman, it was re-
solved that the Recreation Committee report be accepted. Ayes:-5;
Nays:-0.
On motion of Mayor Edman, seconded by Trustee Horning, it was re-
solved that:
1) The Recreation Committee be reappointed as a Sub-
Committee of the Planning Commission,
2) The Committee report to the Council as to specific
property they recommend.
3) The Committee be responsible for promoting community
interest.
4) The Committee to set the amount of the bond issue and
the election date.

On motion of Trustee Krammer, seconded by Trustee Horning, it
was resolved; WHEREAS, the Minnesota State Highway Department
has projected two separate locations for the. North-South In-
terstate Highway through the Village of Mendota Heights, namely,
1) Lexington Avenue and West of Resurrection Cemetery,
East of Victoria Road and West of Rogers Lake and,
WHEREAS, the selection of route has a definite impact on the
Planning and zoning of the Community, and
WHEREAS, there are several other highways now cutting through
the Village, and
WHEREAS, one of the State Highway Department's projected routes
for the North-South Interstate Highway will do less damage to
sound Village planning and zoning than the other, namely
1 Provides shorter route for property acquisition.
2 Involves less splitting of residential neighborhoods.
3 Allows better movement of police and fire equipment
within the Village.
4) Provides for less disruption of economic and human
values.
NOW THEREFORE BE IT RESOLVED, that the Council of the Village of
Mendota Heights firmly supports the Lexington Avenue route and
rejects the Victoria Road location as being detrimental to the
best interests of the Village.

On motion of Trustee Sweney, seconded by Clerk Stary, it was re-
solved that the meeting be adjourned until September 9, 1957,
when it will reconvene. Ayes:-5; Nays:-0,
