1956-03-23 Minutes of Mendota Heights Village Councilc't 9 L° First meeting of The Mendota Heights Village Council the Mendota Heights Village Council was held at the Village 8:00 p.m.. Smith —Donald Spavin On motion of Mayor Edman, seconded by Clerk Stary, resolved that Trustee Horning be appointed deputy Mayor. Ayes 5 , Nays O. On motion of Trustee Horning,seppnded,by Trustee Swaney, resolved that Wilfred Franzmeier be reappointed Road evggeititaggproviding that an agreement on salary can be negotiated within 30 days. Ayea 5 , Nays 00 ffrdman appointed Trustee Kramer as chairman of committee to discuss Road b salary. Mayor Edman appointed Trustee Seer as chairman of committee to confer with legal advise and report to council of findings. RESOLUTION On motion of Mayor Edman, seconded by Trustee Krammer. Minnesota State bank, Resolved, that the American National Bank of St. Paul, and the West St Paul State- Bank be and hereby is designated as a depository for the funds of the village of Mendota - Heights. The village treasurer is authorized to deposit all village funds therein without limit. RESOLVED ALSO, that before any deposits are made in said bank in excess of the amount of such deposit guaranteed by the federal deposit insurance Corporation, such bank shall be required to supply to the village an acceptable corporate surety bond in an amount to be determined by the village council and conditioned to repay the above amount or any part thereof upon proper demand therefor and to perform such other duties in connection with said deposit as the council may require. In lleu of this bond such bank may furnish collateral ih the manner and to the extent permitted by law. All such collateral shall be accompanied by an assignment thereof which shall provide that in case of default upon the part of the depository the council of the village shall have full power andq authority to sell such collateral or as much as may be necessary to realize the full amount due the municipality over such federal guarantee. Ordinance NO. 1 Oh motion of Mayor Ednan, seconded by Clerk Stary. AN ORDINANCE REQUIRING CERTAIN OFFICERS AND EMPLOYEES OF THE VILLAGE OF MENDOTA HEIGHTS TO FURNISH OFFICIAL BONDS AND FIXING THE AMOUNTS THEREOF. The Village Council of the Village of Mendota Heights, Minnesota, Ordains: SECTION 1. The following officers and employees of the 'Village of Mendota. Heights, before entering upon the discharge of their duties, shall each execute and furnish an official bond, the respective amounts therof to be as follows. Village Assessor $500.00 DepUty Village Assessor $500.00 Village Clerk . $500.00 Village Constables $.500.00 Justices of the Peace (each) $500.0a Village Treasurer.... .000 * ,o 500.00 SECTION 2. The official bond(S) of the Village Assessor (and Deputy Village Assessor) shall be executed in favor of the State of Minnesota , and shall be approved in favorof and filed with the County Auditor of the County of DakotA, Minnesota. The official bonds of all other officers and employeesShall be executed in favor of the village of Mendota Heights, Minnesota, and shall be approved and filed as required by law. SECTION 3. The official bond of each officer and employee hereinbefore mentioned in section 1 shall be executed in such form as to require the faithful performance of official duties and tha proper application of, and payment upon demand for, all moneys officially received, byheac)/ officer and employee. SECTION 4. The official bond:of each officins and employee required to furnish a bond shall be a corporate surety bond'. No Corporate surety bond shall be accepted or approved unless it is executed by a corporation duly authorized by the State of Minnesota to contract as a surety or guaranter. SECTION 5. The Premiums for the official bonds of the justice of the pace , Village Assessor, DeputY Village Assessor, Village Clerk, Village Constables , and Village Treasurer, shall each be paid from the general fund of the Village. Ayes 5, Nays O. On motion of Mayor Edman, seconded by Trustee KraMter, resolved that Mendota Heights join the Minnesota League Of Municipalities. Ayes 5 Nays O. • On motion of TrusteeHorning, seconded by Trustee Sweney,resolved that Richard Bjorklund reappoihted building inspector for Mendota Heights for the remainder of 1956 at the present rate of pay. Ayes 5 Nays O. On motion of Yfrustee Horning, seconded by Trustee Krammer, resolved that Orville Ethier be reappOinted Gas inspector for Mendota Heights for the balance of 1956 provided that he will be willing to accept the present ± fee arrangement. Ayes5. Nays O. • On motion of Trustee Krammer, seconded by Trustee Sweney, resolved that the same building permit fees be charged as were used under the Township Government. Ayes 5, NaysO. . _ Mayor Edman appointed Clerk Stary as chairman of Committee to meet with the fire Department and Jdraw up an Ordinance Applittigg the fire Department as the Village fire Department. Ayax 21c Mayor Edman appointed Clerk Stary as chairman of committee to check into the subject of an official census for the Village' of Mendota Heights. Mayor Edman requested the Village Treasurer, Gilbert radabaugh, to draw up an anticipated expenditure and budget based .= past expenditures. Mayor Edman appointed Trustee Sweney as chairman of committee to confer with the constables and investigate the possibility of the constables continuing their jobs under the present arrangement until the council makes other arrangements. Mayor Edman requested that Clerk Stary check on the possibility of revising the claims and payments of warrants proceedure and report to council. On motion of Trustee Sweney, seconded by Trustee Horning, that Clerk Stary be authorized to make routine dispersements between this meeting and the next regular meeting. Ayes 5. NaysO. Mayor Edman requested That clrk Stary investigate the village insurance program as to type of coverage, expiration dates etc. On motion of Trustee Horning; seconded by Trustee Sweney, resolved that the meeting be adjourned.
