November 12, 2013
The November meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday,
November 12, 2013 at Mendota Heights City Hall, 1101 Victoria Curve.
Chair Levine called to order the parks and recreation commission meeting at 6:30 p.m. The following
commissioners were present: Chair Stephanie Levine, Commissioners Mary McGrory - Ussett, Ira Kipp,
Joel Paper, Pat Hinderscheid and Michael Toth. Commissioner David Miller was absent for the meeting.
Staff present: Recreation Program Coordinator Sloan Wallgren.

Mr. Wallgren pointed out an error in the minutes and will make the necessary changes.

Ivy Hills Park Tennis Courts
The commission discussed the options involving the Tennis Courts at Ivy Hills Park. Commissioner Toth
was concerned about the need for a plan on how the commission would deal with other tennis courts in
the future. Mr. Wallgren informed the commission that staff is working on a plan that would involve not
only the tennis courts, but all of the amenities at all of the parks. The commission request additional
information from staff such as: the conditions of all the tennis courts, previous costs associated with
maintenance of the courts, and quotes from contractors to make the necessary repairs at Ivy Hills in order
to install a sport tile system.

Recreation Programming Report
Mr. Wallgren provided updates on winter recreation programs. There is still run for participants in both
our gymnastics and skating program. Mr. Wallgren also informed that commission that the city and the
Thompson Park Activity Center are building a great relationship to offer programs for residents. Staff
will provide program details for 2014 at the December meeting.
Par 3 Report
Mr. Wallgren informed the commission that the Par 3 is now closed for the season. During the off - season
staff will be working on marketing, increasing lesson programs and working with Mendota Heights
businesses to increase traffic at the Par 3.
The course has taken in $141,210 in revenues; expenditures year to date are $121,023. The net result in
revenue over expenditures is $20,187 year to date.
Commission Comments
Commissioners McGrory - Ussett, Hinderscheid and Kipp thought we had a good meeting with good
discussion. Commissioners Paper and Toth congratulated the Henry Sibley football program for their
success this fall. Chair Levine thought it was a good meeting and encouraged people to get out and use
the trails while the weather is still good.

Ivy Hills Tennis Courts
BACKGROUND
The City of Mendota Heights maintains tennis courts at Marie Park, Friendly Hills Park, Wentworth Park,
Valley Park and Ivy Hills Park. Regular maintenance of these courts includes patching and sealcoating
approximately every 6 years. Eventually each court requires more significant work. The tennis courts at
Ivy Hills Park is in need of such repair.
Over the past 12 years the city of Mendota Heights has spent over $100,000 improving and
maintaining tennis courts within the city. Below is a list of major repairs that have taken plane in this
time period:
2002 - $11,000 Ivy Hills Park
2002 - $9,000 Marie Park
2003 - $10,000 Wentworth Park
2007 - $45,000 Valley Park
2009 - $23,000 Friendly Hills Park
2012 - $3,000 Wentworth Park
Current court conditions and recommended repair schedule
Ivy Hills -very poor condition and requires immediate attention
Friendly Hills- good condition, recommend resurfacing in 2019
Valley Park -sport tiles, product warranty good through 2022
Wentworth -fair condition, recommend resurfacing in 2017
Marie -fair condition, recommend resurfacing in 2015
Staff has obtained estimates to make repairs to the tennis courts and install a sport tile system at Ivy
Hills Park. Dermco - LaVine's estimate was $53,800 and Flex Court Athletics estimate was $43,499.
Staff also received an estimate of $69,790 from Upper Midwest Athletic Construction to rebuild the
tennis courts and install new fencing. Estimates are attached from each company.
Staff has also attached an article from the United States Tennis Association that suggests how many
tennis courts should be built for a given population.
BUDGET IMPACT
The funding for this project would come from the Special Parks Fund, which has a balance of roughly
$130,000. There is possible grant money available through the United State Tennis Association
(up to 20 %) and the United States Tennis Association Northern (up to 10 %).
ACTION REQUIRED
If the commission desires to move ahead with improving the tennis courts at Ivy Hills Park, pass a
motion expressing the commission's desire of how they would like the city council to move forwad
regarding the Ivy Hills Park tennis courts.

How many courts should be built for a given population?
The following information is printed in the ASBA publication, "Tennis Courts: A Construction and
Maintenance Manual." This publication can be ordered using the online publications order form.
In planning tennis facilities, the question of how many courts to build is important. Studies indicate that
facilities should be planned based on the number of players within 6 miles or 15 -20 minutes driving time from
the site. Consider the population within that radius.
According to the United States Tennis Association *, the following number of public and private courts is
needed for markets of various sizes:

In planning indoor tennis facilities, again consider the number of players within 15 to 20 minutes driving time
from the facility. A good "rule of thumb" is that most markets can support one indoor tennis court for every
10,000 people. Depending on programming, each indoor court can support from 20 to 150 players.
When determining the number of courts to build, consider also how many of the existing courts in the
community are public and how many are private, how many are indoor and how many are outdoor, how many
outdoor courts are lighted and how many of the existing courts are of various surfaces. The popularity of tennis
in the community, the average age and the average income of the population will increase or decrease the
number of courts needed as well.
The number of courts needed depends not only on the number of players, but also on the number of times per
week they play and whether they play singles or doubles. A serious player may play 3 -4 hours or more per
week, as much as or more than four occasional players. Similarly, singles players use twice as much court time
as doubles players. For private tennis clubs frequented by serious players, one court will support 20 to 40
tennis players. For school courts, one court for 200 to 300 students may be adequate. For community tennis,
the number of courts needed varies widely.
The degree of commitment to tennis programming may increase or decrease the number of courts needed. The
more leagues, lessons, tournaments, etc. to be scheduled, the more courts will be needed. In fact, intended use
of courts (league play, tournaments, instruction, recreation) affects the number of courts needed, the number of
courts in each surface and the layout of courts.
Another factor which affects the number of courts needed is climate, which determines the length of the
playing season for outdoor courts and the need for indoor courts. For outdoor courts, the length of the playing
day is important; lighting will extend the playing day. To make the most of every available hour, whether
outdoors or indoors, time reservations for courts will increase efficiency of scheduling play.

Recreation Update
Field Trip
We still have room for our field trip on December 30th. The trip includes 2 games of bowling, a
pizza/pop lunch, and a movie (there will be several movies to choose from). The cost of the trip is $26
per person. The trip is for youth ages 6 and up. The bus will depart Mendota Heights City Hall at
9:00A.M. and return around 4:OOP.M.
Ice Rinks & Warming Houses
Parks staff has started flooding rinks. As of now we anticipate having the warming houses and rinks
open for the season beginning December 16th. If you have any questions about warming house hours
please visit our website www.mendota - heights.com. If you would like to rent a warming house and
skating rink for a party or special event please contact us at 651- 255 -1354. The rate to rent the warming
house is $25 for a 2 hour period.
Facility Reservations
Staff will begin taking reservation for fields, shelters, and courts January 21'd, 2014. If you have any
question about facilities or rates please contact us at 651- 255 -1354.
Gymnastics Program
Our gymnastics program started December 7th. There are about 50 participant's registered for the
program, half from Mendota Heights.
Skating Lesson Program
We still have room in our Skating Lesson Program which starts January 4th, 2014. The cost is $35
for five weeks of instruction on Saturday mornings at Friendly Hills Skating Rink. Please

creating their own comic book! Campers are encouraged to dress like their favorite crime fighter (or
villain) for the week.

This week is packed full or water: Bring your swimsuit each day. We will have buckets of water fun,
crafts and games!

This week will be all about unleashing your kid's inner athlete! We will play traditional games such as
Soccer, Basketball and Volleyball but will also explore some less traditional games such as Dodge Ball
and Ultimate Frisbee! What sports camp wouldn't be complete without a Kickball Tournament at the

SUBJECT: Par 3 Update — November 2013
Update
We had 2 golf events in the month of November. On November 2nd the Cherokee Sirloin Room
had an event with 80 players, and on November 30th they had another event with 30 players.
Staff is currently working on designing a new scorecard with space for local businesses to
advertise.
In the middle of November the greens were top- dressed with another layer of sand, and the
greens and tees were sprayed with a snow mold application.
During the 2013 golf season there were 9,550 rounds of golf played at the Mendota Heights
Par 3.
The Par 3 2013 Annual Report is currently in progress, and will be presented at the February
2014 meeting of the parks and recreation commission.
