RESOLUTION 05-51
A RESOLUTION APPROVING VARIANCES FOR SIZE AND SETACK
FOR SIGNAGE AT SAINT PAUL'S UNITED METHODIST CHURCH
AT 700 WESLEY LANE
WHEREAS, Ms. Beda Lewis, on behalf of Saint Paul's United Methodist
Church, has applied for a 36 Foot 7 Inch Size Variance Per Sign Side and 29 Foot
Setback Variance for a Monument Sign at 700 Wesley Lane [Lot 6, Block 1, Rolling
Woods Second Addition 27-64751-060-01] as proposed in Planning Case #05-28; and
WHEREAS, The Planning Commission held a public hearing on this application
at their regular meeting on June 28, 2005; and
WHEREAS, The Planning Commission voted to recommend that the Council
approve the 36 Foot 7 Inch Size Variance Per Sign Side and 29 Foot Setback Variance
for a Monument Sign as presented to the Planning Commission on the evening of June
28, 2005 and as shown in Planning Case #05-28;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the
City of Mendota Heights that 36 Foot 7 Inch Size Variance Per Sign Side and 29 Foot
Setback Variance for a Monument Sign for 700 Wesley Lane as proposed in Planning
Case #05-28 is hereby approved on the following conditions:
The monument sign along Dodd Road shall only be illuminated between dusk and
lOpm.
BE IT FURTHER RESOLVED that in support of the above approval, the
Council hereby makes the following Findings of Fact:
The applicant proposes a sign that includes a lettering area within the
requirements of the zoning ordinance.
2. The curve and width of Dodd Road in this location creates a setback of more
than 100 feet from the sign to the traffic lane, more than double the setback
expected in this zoning district.
3. At 12 square feet in size and at a 30 foot setback, a sign would not be
noticeable from the roadway, causing potential driver confusion or
uncertainty.
4. The conditions noted above create a hardship in putting the property to
reasonable use otherwise allowed by the zoning ordinance in that
identification of the church is an important component of reasonable use.
BE IT FURTHER RESOLVED that the 36 Foot 7 Inch Size Variance Per Sign
Side and 29 Foot Setback Variance for a Monument Sign for 700 Wesley Lane as
proposed in Planning Case #05-28 under the above conditions would not have an adverse
impact on the health, safety, and general welfare of the citizens of the community and the
surrounding land, and would not be adverse to the general purpose and intent of the
Zoning Ordinance.
