Res 2005- 54 Intent to Support Study for NURTCITY OF MENDOTA HEIGHTS

RESOLUTION NO. 05-54
A RESOLUTION OF INTENT TO SUPPORT A DESIGN STUDY FOR THE
NORTH URBAN REGIONAL TRAIL
WHEREAS, the City Council of the City of Mendota Heights and its Parks and
Recreation Commission have assisted the Dakota County Physical Development Division in its
planning process for the North Urban Regional Trail; and
WHEREAS, Dakota County desires to construct a segment of the North Urban Regional
Trail east of Dodd Road from Oak Street to Delaware Avenue along the north side of the North
Frontage Road of Highway 110 within MnDOT right- of -way; and
WHEREAS, this location of the trail will impact homeowners whose property frontage
is adjacent to the Highway 110 right -of -way.
NOW THEREFORE BE IT HERBY RESOLVED by the City Council of the City of
Mendota Heights that Dakota County shall meet and work with each land owner along the
proposed trail to address property owners concerns regarding drainage, protection of existing
landscape elements whenever possible, planting of additional or replacement landscape elements,
and width of proposed trail and boulevard.
BE IT FURTHER RESOLVED by the City Council of the City of Mendota Heights
that the proposed trail north of the frontage road shall not be less than eight feet in width and the
boulevard and clear space between the trail edge and back of curb shall not be less than three feet
in width.
BE IT FURTHER RESOLVED by the City Council of the City of Mendota Heights
that existing ditches between South Lane and Warrior Drive be filled in and leveled to match the
grade of existing yards, storm sewer piping and curb /gutter installed, and disturbed driveways
repaired to a unifouu grade.
BE IT FURTHER RESOLVED by the City Council of the City of Mendota Heights
that the North Frontage Road east of Oak Street for a distance of approximately five hundred feet
shall be reconstructed so as to move the frontage road to the south, to lessen the trail's impact on
certain landscape plantings, as presented to the City Council on July 19t, 2005 and as shown on
the drawing titled North Urban Regional Trail Phase 2- Exhibit 3, dated July 2005.
BE IT FURTHER RESOLVED by the City Council of the City of Mendota Heights
that Dakota County shall present the final trail plan to the City Council for approval prior to
seeking final review by the Minnesota Department of Transportation.
