The regular meeting of the Village Council, • Village of Mendota Heights, was held
at the Village Hall on Tuesday, December 17,1957 at 8:00 P.M.. The roll being called,
the following members were present; Mayor, Edman, Trustees Krammer and .Swaney, and
Clerk Stary. Absent; Trustee Horning.
Upon motion of Trustee Krammer, seconded 4 Trustee aweney, it was resolved that
the minutes of the previous meeting be accepted as presented. Ayes: -4; Nays: -0.
Upon Motion of Trustee Sweney, seconded by Trustee lirammer, it was resolved that
the Village go ahead with the necessary engineering work preparitory to requesting
bids on blaoktopping and correcting certain drainage problems on roads in the Tilsen
Highland Heights Addition, at a cost not to exceed 42.00 per front foot, which post
is to be assessed against the adjoining property owners. Ayes: -4; Nays: -0.
It was unanamously resolved by the Counoil that the following excerpt from the
Minnesota Statuates 614.054, apply to future applications for bingo;
Under Minnesota Statuates 614.054, bingo as the game is usyalley understood, is
declared not to be a lottery or gambling provided that th giconducted by a
religious, charitable, fraternal or other association not organized for pecuniary
profit ; provided further that such organization or association is duly existing
under the laws of the State of Minnesota; provided further that the proceeds there-
from do not inure to the profit of any individual; provided further that the associ-
ation before conducting such game, shall give 30 dayst written notice of the time
and place thereof to the governing body of the governmental subdivision in
which it intends to coYlduct the game, and provided that such governing body does not
'pass a resolution objecting thereto.
Having received notice from an organization of its intention to run such a game
you can permit the game to be held if you take no action whatsoever. If on the other
hand the Village Council desires to prohibit the holding of such a game, it can pass
a resolution so ordering.
Upon motion of Trustee Sweney, seconded by Trustee Krammer, it was resolvedthat
the hearing date for the proposed assessment for the Delaware 6urbing project be set
for January 21,1957 at 8:00P.M..Ayes: -4; Nays: -0.
Mayor Edman suggested that the bill received from West St. Paul regard to the
cost of the installation of water hydrants along Delaware
a contract with West St. Paul is negttiated.
West St. Paul submitted a bill to Mendota Heights in the amount of 065.00 for
the lighting bill for the west side of,Delaware Avenue. No action was taken.
Upon motion of Trustee Swaney, seconded by Trustee Krammer, it was resolved that
the Gas Ordinance be published. Ayes: -4; Nays: -0.
Upon motion of Trustee Krammer, seconded by Trustee Sweney, it was resolved that
the permit fee for signs in the Village be set at $5.00 plus 3f/ per square foot
for each sign, Ayes: -4; Nays : -0.
Upon motion of Trustee Krammer, seconded by Trustee Swaney, it was resolved that
the salary for Road Overseer, Wilfred Franzmeier, be set at 000.00 per month for
the year of 1958. Ayes: -4; Nays: -0.
Upon motion of Trustee Sweney, seconded by Clerk Stary, it was resolved that the
meeting be adjourned. Ayes : -4; 'lays : -0.

Minutes of Public Hearing
In accordance with the notice published in accordance with law, a public hearing
was held in connection with the blacktopping and drainage problem correction of
roads in the Tilsen Highland Heights Addition. This hearing was held December 17,
1957 at 8:00 P:M..
The following members were present; Mayor Edman,Trustees Kramer and S`weney,
aztd Clerk Stary. Absent; Trustee Horning.
After considerable discussion it was unanamously resolved by the Council to
have the Village proceed with the drawing up of the specifications for the
blacktopping and the correction of the drainage problem in the Tilsen Highlane
Heights Addition. It was deoided that the hearing date for bids would be set f6r
a later date.
The hearing adjourned at 8:15 P.M..
