2013-10-29 Council Workshop Garages StaffingCITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Council Workshop Held Tuesday, October 29, 2013 Pursuant to due call and notice thereof, a workshop of the City Council, City of Mendota Heights, Minnesota was held at 6:30 p.m. at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. CALL TO ORDER Mayor Krebsbach called the meeting to order at 6:30 p.m. The following members were present: Councilmembers Duggan, Norton, Petschel, and Povolny. Also in attendance: City Administrator Miller, City Engineer /Public Works Director Mazzitello, Assistant to the City Administrator Tammy Schutta, Police Chief Mike Aschenbrener, and Planner Nolan Wall GARAGE CODE AMENDMENT DISCUSSION Administrator Miller presented the draft code revisions based on the work of staff and Councilmembers Povolny and Norton. The council discussed the proposed code changes, specifically the need for such an amendment, why the property sizes were divided like they were, and the proposed garage size allowances. After receiving comments and suggestions, staff indicated that a proposed code amendment would be brought to a future council meeting for consideration. FUTURE STAFFING OF THE ENGINEERING AND POLICE DEPARTMENTS Discussion started with a review of the past staffing levels of the engineering department, planned vacancies, and levels of projects that are scheduled to be completed in the corning years. Discussion about future projects and staffs ability to manage them was discussed. Staff was directed to move forward with the hiring process for a Civil Engineer II to fill the current vacancy and then move forward with a Civil Engineer I once future vacancies occurred. The police department staffing was then discussed with a focus on the future in mind. Council discussed several alternatives and was provided information about different management roles. Chief Aschenbrener indicated that he was not seeking a one -year fix, but more of a three to five year plan. Council provided their feedback on the department's staffing and asked staff to continue exploring options, including a review of budget impacts, and bring those back for further council discussion.
