Minutes of the Annual Board of Review
Held Monday, June 10, 1985
Pursuant to due call and notice thereof, the City Council of the City of
Mendota Heights met as the Board of Review at 7:30 o'clock P.M. at the City
Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Lockwood
called the meeting to order at 7:30 P.M.
Mayor Lockwood called the meeting to order at 7:35 o'clock P.M. The following
members were present: Mayor Lockwood, Councilmembers Blesener, Cummins and
Hartmann. Councilmember Witt arrived at 7:37 P.M.
Mayor Lockwood turned the meeting over to Assistant County Assessor Bill
Peterson. Assessor Peterson informed the audience that he and several other
assistant assessors were present to reviewe the estimated 1985 marked values.
Mr. Peterson stated that the Assessor's office has attempted to raise the
estimated market value level in Mendota Heights to a more equitable basis with
the rest of the County. He indicated that the estimated values for 1985 have
been increased by 5% on single family, 10% for townhouses and commercial/
industrial properties and 10% on vacant land. A sales ratio study indicated
that Mendota Heights property valuations ran at 80% while 84 to 85% is the
median County ratio. He stated that state law requires that estimated market
values be 100% of market value: the County has not arrived at 100% because the
market is not stable enough. He indicated that unless the County raises the
valuations to a high enough level the State will initiate an increase. Mr.
Peterson informed the Council that a physical re-evaluation of the City will
occur this year and that the Assessor's goal for estimated market values will
probably be 87%.
The Board acknowledged receipt of letters on behalf of Mr. & Mrs. Robert
Ridder, Mr. & Mrs. Frank Muehlegger and Mr. & Mrs. Roy Svee appealing market
values placed on their properties.
Mr. Peterson distributed copies of a comparison of tax assessments for 1985
values. Mr. Peterson and the assistant assessors then met with individual
property owners wishing to discuss valuations.
