Minutes of the Pre-Council Meeting
Held Tuesday, February 3, 1987
Pursuant to due call and notice thereof, the pre-Council
meeting was held at 6:30 P.M. at City Hall, 750 South Plaza
Drive, Mendota Heights, Minnesota
Mayor Mertensotto called the meeting to order at 6:30 o'clock
P.M. The following members were present: Mayor Mertensotto,
Councilmembers Blesener, Cummins, Hartmann and Witt. Also
present were City Administrator Kevin Frazell and architects
Bob Pierce and Dick Guilyard from Lindberg Pierce Architects.
DISCUSSION The first issue discussed was the location of
the building on the eastern part of the site
and the separation of the Administrative and Police areas.
There was a consensus of the Council that they wished to have
a soft roofline, probably a shake roof, good landscaping, and
lower scale lighting.
Council indicated that their own conference room off the
Council Chambers would not be necessary or important.
Councilmember Cummins said that he would like for the
reception area to have a warm, inviting look, somewhat like a
personal banking center.
As to a building committee, it was decided to invite
membership by Stan Gustafson, Jerry Morson, and Sharon Koll,
as citizen members, along with all five Councilmembers and
the City Administrator. Councilmember Cummins asked that the
meeting in March for the building committee be held prior to
March 17.
The discussion then turned to the Council Chamber.
Councilmember Blesener suggested that the public presentation
area should be oriented equally to the Council and the
audience. There was also a consensus that there should be a
clear separation of Council and staff, and that Council
should be only moderately elevated above the audience level.
City Administrator Frazell reported that he had recently seen
the new Rosemount City Hall, and while it was probably more
modern than what we were contemplating, it was similar in
size and budget. He suggested that once the building
committee was together, we might want to take a trip down
there to get some feel for the type of building that we could

build under our budget and plan sizes. Everyone agreed that
such a trip would be beneficial.
Meeting was adjourned to the regular Council meeting at 7:27
P.M.
