1987-06-30 Special Council mtg minutesJune 30, 1987 Page No. 1 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA Minutes of the Special Meeting Held Tuesday, June 30, 1987 Pursuant to due call and notice thereof, the Special meeting of the Mendota Heights City Council was held on Tuesday, June 30, 1987, in the City Council Chambers, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Mertensotto called the meeting to order at 7:34 P.M. The following members were present: Mayor Mertensotto, Councilmembers Blesener, Hartmann and Witt. Councilmember Cummins had notified the Council that he would be out of town. HWY. 55 Mayor Mertensotto offered some introductory DISCUSSION comments to those in attendance, indicating that the Council was looking for their input on their preferences and desires for their neighborhood. City Planner Howard Dahlgren said that the Highway 55 study had been commissioned so that plans could be made now that neither the City or the residents would regret ten years from now. He and Tim Malloy, his assistant, showed a number of aerial slides of the Hwy. 55 corridor study area, and noted the relationship of the area to Mpls/St. Paul International Airport. The presentation continued with a number of graphics, including Mn/DOT highway development plans, aircraft noise restriction zones, utility improvements, including water, sewer, streets, storm sewers, current zoning and current designations in the 1979 land use plan. Mr. Dahlgren reported that he and Mr. Malloy had just learned that the recent failure of the Minnesota Legislature to provide more funding for highway improvements means that the area highway improvements, known as the Mendota Interchange project, will not begin until 1994. Planner Dahlgren ended his presentation by summarizing what he felt were the three main issues that needed to be decided by the Council and the residents: June 30, 1987 Page No. 2 1. East corridor area, including the Furlong neighborhood, unplatted Resurrection Cemetery property, and south Resurrection/Rogers Road area. 2. Northwest area, including sites owned by Garron Corporation and Acacia Cemetery unplatted property. 3. Southwest area, being the Brooks property. Council and a number of residents present discussed the options raised by the study and the concerns for the future of the Furlong and Rogers Road neighborhoods. The following were identified as areas of concern, and to be addressed as part of the on-going study: 1. Airport noise. 2. Utilities - - iron in some wells - lake quality and level - streets, without curb and sidewalk 3. Highway signage improvements. 4. Short-term highway improvements - - signage - turn lanes 5. Noise problem in Rogers Road neighborhood. 6. Potential assessments for utilities, including assessments against undedicated cemetery property. 7. Potential reservation of lands as wildlife areas and wetland protection. 8. Availability of Metropolitan Airports Commission funds for sound abatement improvements similar to those in South Minneapolis. 9. Potential for gas service from Northern States Power Company. Council surveyed the residents present in the Furlong Addition only as to whether, if there were a realistic option, they would like to sell their properties at fair market value and SUPERVISION OF CITY HALL DETAIL PLANNING Ayes: 4 Nays: 0 ADJOURN Ayes: 4 Nays: 0 June 30, 1987 Page No. 3 move out, or stay in the neighborhood. Upon a show of hands, 12 households indicated that they would like to leave, mainly because of the airport noise, and 6 households indicated that they would like to stay. It was also agreed that Planner Dahlgren's firm, as part of the study, would do a mailed survey to the neighborhood in the next couple of weeks to get a more accurate and complete feeling of the sentiments and desires of the neighborhood. There was a concensus of the Council that the City Hall plans were moving toward the point of details, and that the full City Hall Committee did not want to or need to be involved in that. Councilmember Hartmann moved to appoint a sub- committee of Councilmember Jann Blesener, Jerry Morson, and City Administrator Kevin Frazell to supervise the work of the architects in planning details for the final schematic phase. Councilmember Witt seconded the motion. There being no further business the Council, Councilmember Witt meeting be adjourned. Councilmember Hartmann seconded to come before moved that the the motion.
