1988-04-12 Board of ReviewPage No. 2315 April 12, 1988 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Annual Board of Review Held Tuesday, April 12, 1988 Pursuant to due call and notice thereof, the City Council of the City of Mendota Heights met as the Board of Review at 7:30 o'clock P.M. at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. The following members were present: Mayor Mertensotto, Councilmembers Blesener, Cummins, Hartmann and Witt. Mayor Mertensotto stated that all property owners have received their assessment notices from the County Assessor as to the market value of their property for next year's taxes, and that the Council is meeting as a Board of Review in accordance with statutory requirements. He informed the audience that it is important that everyone in attendance sign a roster provided by the Assessor's Office, because attendance at this meeting, or submission of a letter of appeal prior to the meeting is a prerequisite to appealing tax assessments before the County Board or Tax Appeals Court. Mayor Mertensotto turned the meeting over to Assessor Bill Peterson. Mr. Peterson stated that he would give a brief presentation and then invite those in attendance to meet individually with the representatives of the Assessor's Office to review their valuations. He stated that the market values for taxes payable in 1989 were derived based on Mendota Heights property sales for the period from October, 1986 through September, 1987. He informed the audience that, by law, the Assessor's Office must place a value of at least 90% of sale value on all properties and that most values were below 90% in 1988. For this reason most values increased for 1989. Mr. Peterson then answered questions from the audience. There being no further general questions, recessed the meeting so that the Assessor's staff could meet with the property owners. WETLANDS PERMIT Mr. Art Staples was present to request Council approval of a minor adjustment in his wetlands permit for 727 Spring Creek so that he can proceed with the construction of his home. Since this was not a regular meeting, Council could take no formal action, however it was the consensus that the request will be approved at the April 19th meeting. The Council directed that the Code Enforcement Officer place the matter on the April 19th agenda for formal action. Councilmembers Cummins and Blesener were excused. ADJOURN There being no further business to come before the Board of Review, Councilmember Hartmann moved that Page No. 2316 April 12, 1988 the meeting be adjourned.
