Minutes of the Adjourned Meeting and Board of Review
Held Tuesday, April 11, 1989
Pursuant to due call and notice thereof, the adjourned
meeting of the City Council of the City of Mendota Heights
was held at 6:45 at City Hall, 1101 Victoria Curve, Mendota
Heights, Minnesota.
Mayor Mertensotto called the meeting to order at 6:47 o'clock
P.M. for the purpose of interviewing Planning Commission
candidates and the annual Board of Review. The following
members were present: Mayor Mertensotto, Councilmembers
Blesener, Cummins, Hartmann and Witt.
INTERVIEWS OF Planning Commission appointment
PLANNING COMMISSION candidates Dolores Heidenreich,
CANDIDATES Christine Koch, Brian Marshall and
Daniel Tilsen were present, and were
invited to give brief presentations to
Council in support of their
applications for appointment to the
Planning Commission vacancy created by
the resignation of Dorothy McMonigal.
Dolores Heidenreich: Ms. Heidenreich
indicated that she was a 30 year
resident of Mendota Heights, and had
taught school in the St. Paul system
for many years. Having managed a
duplex on the west side, she feels that
she is familiar with business matters.
Ms. Heidenreich mentioned several
issues that had been a concern in her
neighborhood, including the Colon
development. She indicated that she
would like to help in planning for the
Mendota Heights area.
Christine Koch: Ms. Koch stated that
she had worked in real estate for the
past 5 years, and that he family had
been in the business for over 40 years.
She indicated that she had seen many
changes in Mendota Heights while living
here, and wanted to be a part of
helping the community along. She
mentioned her service on the Citizen's
Parks Review Committee, and indicated
that trying to keep open space was an
important objective, and one that had
to balanced with the pressures for new
development. Ms. Koch that she thought
( ) commercial development was obviously an
issue in the city.
Brian Marshall: Mr. Marshall reported
that he grew up in Duluth, and holds a
degree from the University of Minnesota
in Political Science and Urban Studies.
He also has a law degree from William
Mitchell. Marshall said that he worked
for the IRS and several other federal
agencies during his career, and was
currently employed by the Post Office,
acquiring sites in a four-state area
for new post offices. His
responsibilities are to evaluate and
assist in site selection. Marshall
said he and his family moved here in
early 1987, that they think Mendota
Heights is a wonderful place to live,
and plan to stay a long time. Mr.
Marshall said that he thought he could
be fair and impartial in his dealings
with the Planning Commission, and he
thought that it would be good to have
someone on the Commission who didn't
have any "special agenda". He added
that he had been following the parks
development issue with great interest.
Daniel Tilsen: Mr. Tilsen said that he
grew up in Mendota Heights and attended
local schools. He moved away for a few
years, but then returned to the
community. Tilsen said that he's
familiar with land use planning through
his career in civil engineering. His
specialty is transportation issues. He
felt that the growth of Dakota County
is going to cause transportation
problems in this area in the future.
In particular, Tilsen said that he was
very interested in Dakota County's
regional rail authority, and would like
to represent the City of Mendota
Heights on that body as a Planning
Commissioner. Tilsen said that he is a
good listener, and able to assimilate
what people are saying. He described
himself as "a doer".
After discussion Councilmember Cummins
moved to appoint Daniel Tilsen to an
unexpired term on the Planning
BOARD OF REVIEW
ADJOURN
Commission, ending January 31, 1991.
Councilmember Blesener seconded the
motion.
At 7:30 P.M., Mayor Mertensotto called
the meeting to order for the purpose of
conducting the annual Board of Review.
Mayor Mertensotto turned the meeting
over to Assistant County Assessor Bill
Peterson.
Mr. Peterson informed the audience that
he would give a brief presentation and
answer general questions, after which
the audience would be invited to meet
individually with representatives of
the County Assessor's Office to review
their 1989 property valuations. He
also informed the audience of the
processes available for appeal of
valuations.
Mr. Peterson responded to questions
from those in attendance. He informed
the audience that the Assessor's office
is targeting 90 to 100% of market
values and that residential properties
in Mendota Heights were given a 10%
increase in land values only for 1989
valuation, which should result in an
approximate 2 to 3% increase to the
total property value.
Mr. Peterson responded to all of the
general questions, and the meeting was
recessed so that the Assessor's staff
could meet with all property owners in
attendance.
There being no further business to come
before the Board of Review, the meeting
was adjourned at 9:45 o'clock P.M.
