1989-07-18 Council minutesPage No. 2626 July 18, 1989 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Regular Meeting Held Tuesday, July 18, 1989 Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota Heights, was held at 7:30 o'clock P.M. at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. Mayor Mertensotto called the meeting to order at 7:30 o'clock P.M. The following members were present: Mayor Mertensotto, Councilmembers Blesener, Cummins, Hartmann and Witt. AGENDA ADOPTION Ayes: 5 Nays: 0 CONSENT CALENDAR Councilmember Cummins moved adoption of the agenda for the meeting. Councilmember Hartmann seconded the motion. Councilmember Hartmann moved approval of the consent calendar for the meeting along with authorization for execution of any necessary documents contained therein. a. Acknowledgment of the Fire Department monthly reports for May and June. b. Acknowledgment of a memo from the Police Chief regarding sale of vehicles. c. Acknowledgment of the minutes of the June 11th Parks and Recreation Commission meeting. d. Adoption of Resolution No. 89-58, "RESOLUTION APPROVING FINAL PLAT FOR CELIA'S ADDITION." e. Approval of a critical area site plan for Mr. Dennis Sandin, to allow two minor additions to 754 Woodridge Drive, along with waiver of the $100 application fee. f. Approval of payment of $8,236.05 to Zeigler, Inc., for repairs to the Mendota Heights Road lift station emergency generator. g. Adoption of Resolution No. 89-59, "RESOLUTION APPROVING BUILDING FUND TRANSFER," authorizing the transfer of Ayes: 5 Nays: 0 HEARING: DUFFY DEVELOPMENT Ayes: 5 Nays: 0 TRAFFIC CONTROL DEVICE CRITERIA Ayes: 5 Nays: 0 Page No. 2627 July 18, 1989 $30,000 from the General Fund unallocated surplus to the American National Bank Escrow Account to complete City Hall construction payments. h. Adoption of Resolution No. 89-60, "RESOLUTION APPOINTING 1989 ELECTION JUDGES." Adoption of Resolution No. 89-70, "RESOLUTION AMENDING SCHEDULE OF COMPENSATION FOR CERTAIN EMPLOYEES FOR 1989," implementing the final pay adjustment for comparable worth. • Approval of the List of Licenses dated July 18, hereto. k. Approval of the list of 18, 1989, and totalling Contractor 1989 and attached claims dated July $1,599,425.03. Councilmember Cummins seconded the motion. Administrator Frazell informed the Council and audience that Mr. John Duffy has requested the scheduled hearing be continued to the August 1st meeting to allow him time to prepare complete plans. Councilmember Hartmann moved to continue the hearing on the Duffy Development planning case to August 1st at 9:00 P.M. Councilmember Witt seconded the motion. Council acknowledged and discussed a report outlining proposed criteria to be used when considering requests for traffic control devices, along with a proposed request/worksheet form. Councilmember Cummins moved to adopt the traffic control device criteria and request form. Councilmember Hartmann seconded the motion. AIRPORT STUDY COMMITTEE Council discussed a request from Senator Howard Knutson that nominees be suggested for Page No. 2628 July 18, 1989 appointment to the Airport Study Advisory Committee. Councilmember Witt recommended that Councilmember Cummins be nominated. Councilmember Cummins responded that he would be willing to take on the appointment if he had the endorsement of the Eagan City Council as well. Mayor Mertensotto suggested that Council nominate Councilmember Cummins, and that if Eagan's endorsement is not received, Councilmember Cummins could withdraw his application. Councilmember Witt moved that Councilmember Buzz Cummins' name be submitted as a candidate for appointment and that be directed to prepare the appropriate resolution. Councilmember Biesener seconded the motion. Ayes: 5 Nays: 0 BUDGET Council discussed a memo from Administrator Frazell regarding 1990 budget. There was discussing over referring to the Park Department summer help as permanent part-time employees. Mayor Mertensotto was concerned over unemployment compensation obligations and felt it is not prudent to refer to them as permanent. PERSONNEL Ayes: 5 Nays: 0 COUNCIL COMMENTS Council discussed the timetable for certification, and it was the consensus that staff be directed to prepare a resolution for August 1st to certify the maximum allowable levy. It was also the consensus that Council conduct a budget workshop on September 12th. Councilmember Witt moved that Duane Toenyen be given probationary appointment as Public Works Maintenance Worker, effective July 19, 1989, at a starting salary of $8.77 per hour. Councilmember Hartmann seconded the motion. Responding to a question from Councilmember Witt, Public Works Director Danielson informed Council that the Mn/DOT/Dakota County plan for reconstruction of the Victoria/T.H. 13 intersection and improvements on Highway 13 at I-35E had been ADJOURN Ayes: 5 Nays: 0 Page No. 2629 July 18, 1989 scheduled for 1991 but there have been right- of-way acquisition problems and the project is now anticipated for 1992. There was discussion over the status of the gas station at T.H. 13 and I-35E, and staff was directed to correspond with Lilydale to ask whether that City has a policy in force which would require that the fire-damaged structure be brought into compliance with the Building Code. Councilmember Blesener suggested that Council petition Mn/DOT to pave the shoulder along T.H. 13 to make it safer for those who use the shoulder as a trail. Councilmember Hartmann asked that staff investigate whether a bus parked on a lot at Wentworth/Wachtler is in violation of City ordinances. Mayor Mertensotto asked whether there are provisions in the Zoning Ordinance for sight lines and distances. There being no further business to come before the Council, Councilmember Hartmann moved that the meeting be adjourned. Councilmember Blesener seconded the motion.
