1989-09-05 Council workshop minutes Aircraft CorridorCITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Special Pre-Council Meeting Workshop Held Tuesday, September 5, 1989 Pursuant to due call and notice thereof, the special pre- council meeting workshop of the City Council, City of Mendota Heights, was held at 7:00 o'clock P.M. at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. Mayor Mertensotto called the meeting to order at 7:05 o'clock P.M. The following members were present: Mayor Mertensotto, Councilmember Cummins, Blesener, Witt and Hartmann. MENDOTA HTS/ The purpose of the pre-council workshop was to EAGAN AIRCRAFT continue discussions of the Braslau/Collette CORRIDOR Aircraft Corridor Evaluation Study. In particular, the Council needed to determine its position on an appropriate corridor during "non-peak" hours of operation. Councilmember Cummins expressed his opinion that the City's position should include a preference for use of runway 11R during non- peak hours, avoiding use of 11L. Upon further discussion, it was decided that an appropriate corridor during "non-peak" hours would be 105 degrees on runway 11L and 120 degrees on 11R. This should give an adequate 15 degree safety separation criteria needed by the FAA, while at the same time avoiding direct over flights of residential in areas both Mendota Heights and Eagan. It was also discussed that the City's position should include a requirement that planes not turn from their assigned heading any sooner than three miles from the end of the runway. City Administrator Kevin Frazell and Treasurer Larry Shaughnessy were directed to convey this information to Consultants Braslau and Collette. The Consultants will then be at the September 19th Council meeting to make a public presentation, to be followed by formal action by the Mayor and City Council. TIME OF ADJOURNMENT: 7:25 o'clock P.M.
