1989-09-12 Council workshop minutes budgetPage No. 2680 September 12, 1989 ( CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Budget Workshop Held Tuesday, September 12, 1989 Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota Heights, was held at 7:00 o'clock P.M. at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. Mayor Mertensotto called the meeting to order at 7:00 o'clock P.M. The following members were present: Mayor Mertensotto, Council- members Blesener, Cummins, and Hartmann. BUDGET DISCUSSION The Mayor and City Council met with representatives of each of the City Departments to discuss the proposed 1990 budget. Treasurer Shaughnessy responded to questions regarding anticipated General Fund revenues. He informed Council that the proposed budget, exclusive of add-level items, would result in a levy reflecting a 2 1/2 to 3 percent reduction in City taxes. Inclusion of all add-ons would result in a 2% increase in City taxes, but inclusion of the park mower ($50,000 add-level) and no other add-level items would result in a 0% increase. Treasurer Shaughnessy informed Council that the budget hearing will be scheduled for October 17th (after the Special Session of the Legislature) and the levy must be certified on or before November 8th. Council is not required to adopt a 1990 line-item budget until the last meeting in December. STREET RECONSTRUCTION Council received and discussed a draft POLICY street reconstruction policy prepared by Engineer Klayton Eckies. There was discussion over whether Council should adopt a policy requiring curb and gutter in all street reconstruction projects. It was Council consensus to provide an incentive in the program to encourage curb and gutters or providing some type of penalty for not accepting curb and gutter, but not so punitive as to force curb and gutter on the property owners.
