Res 2006- 68 Approving JPA Re: Pump Maint. ProgramCITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA RESOLUTION NO. 06-68 A RESOLUTION APPROVING A JOINT POWERS AGREEMENT BETWEEN THE COUNTY OF DAKOTA AND MENDOTA HEIGHTS FOR ADMINISTRATIVE SERVICES RELATED TO MUNICIPAL ISIS PUMP MAINTNENANCE PROGRAM WHEREAS, Mendota Heights (the City) City Code 10 -3 -3 establishes guidelines for the maintenance and operation of individual sewage treatment systems (ISTS) within the City and meets state and Dakota County (the County) ISTS standards; and WHEREAS, for administrative uniformity and cost efficiency purposes the County ISTS Ordinance 113, Section 211 authorizes the County to serve as a county- wide and central location on behalf of the City related to record - keeping of as -built records provided by the city and pump maintenance records provided by the pumper that are generated within the City; and WHEREAS, the City requests and the County agrees to administer an ISTS Pump Maintenance Program on behalf of the City; and W- HEREAS, pursuant to_Miunesota_ Statute _4.7.1.59_,_the_County_and Cit_y_ar_e authorized to enter into a joint powers agreement for the County to perform on the on the City's behalf any service or function that the City is authorized to provide for itself, and WHEREAS, proper and timely pump maintenance of septic systems located in the County helps protect the groundwater and the health and safety of the City and County. NOW, THEREFORE, BE IT HEREBY RESOLVED, the City Council of the City of Mendota Heights authorizes the City Administrator to enter into a Joint Powers Agreement between the County of Dakota and Mendota Heights for Administrative Services Related to Municipal ISTS Pump Maintenance Programs.
