Minutes of the Council Workshop
Held . May 9, 2013
Pursuant to due call and notice thereof, a workshop of the City Council, City of Mendota Heights,
Minnesota was held at 1:00 p.m. at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota.
Mayor Krebsbach called the meeting to order at 1:15 p.m. The following members were present:
Councilmembers Duggan, Norton, Petschel and Povolny. Also in attendance: City Administrator Justin
Miller
ECONOMIC DEVELOPMENT OPPORTUNITIES /HOUSING OPTIONS
Staff and the city council began by reviewing available parcels of land that could be developed or re-
developed. Parcels were reviewed individually and council discussed potential and preferred uses on each
site.
2014 BUDGET DIRECTION /DEBT LEVEL ANALYSIS
Staff reviewed packet materials which included levy and wage increase histories as well as projections on
future debt levels. The council discussed impacts on potential levies on residents based upon projected
property value increases. Council provided staff with direction on the 2014 budget and levy and asked to
see a proposed budget at a future city council workshop.
WATER SYSTEM OWNERSHIP
The council reviewed the current ownership status of the water system and the relationship with St. Paul
Regional Water Services. Past negotiations with SPRWS were discussed and ownership options were
reviewed in regards to costs and benefits. Staff indicated that SPRWS had already approached the city
about reviewing the contract, which expires in November 2015. Council directed staff to continue to
discuss options with SPRWS and to return to the council after the first of the year.
COMMUNITY VISIONING /CITIZEN SURVEY
Staff reviewed the materials included in the council packets and the council discussed the merits of a
citizen survey. After discussion, it was determined to not proceed with a survey at this time.
