2010 Census Results
The results of the 2010 census for Minnesota
and Mendota Heights were released this
week. The Mendota Heights population
dropped from 11,434 in 2000 to 11,071 in
2010. The loss of 363 residents represents a
population reduction of 3% over the past
decade. Dakota County’s population as a
whole increased from 355,904 to 398,552, an
increase of 42,648 residents. The state of
Minnesota increased its population from
4,919,479 to 5,303,925. The make up of our
residents in the city did not change much
between 2000 and 2010. The 2010 population
numbers are used for redistricting of county,
state and federal offices. The potential new
boundaries for those offices will be in place for
the 2012 elections. If you would like to see

on this website for those that are interested in
checking it out.
Broadband Meeting
Last Friday, Jake attended the broadband
committee meeting, a subset of the county
managers meeting. The group has been
meeting for sometime, and was happy to
receive a report from county staff that a good
working map of public broadband infrastructure
has been developed. This document allows us
to take a county-wide look at needs and
opportunities.
The group was also invited to speak at a public
forum hosted by Dakota Communities on the
topic of broadband—the event will provide an
opportunities for citizens, technology providers
and local government to discuss opportunities
and barriers to greater deployment of
broadband in Dakota County. Further details
on the public forum will be available soon.
2012 Budget
Preliminary work on the 2012 budget is
underway and the city administrator is looking
for any thoughts or ideas you might have. The
budget process will once again be approached
conservatively due to a number of factors.
The administrator will soon sit down with each
of the city council members individually to get
an idea of the parameters they would like to
see in a draft 2012 budget. From there
department heads and the council will work to
develop the final 2012 budget. The budget
process will be highlighted in the Friday News
throughout the year to keep you up to date.

Human Resources Training
A number of department heads and
supervisors participated in some human
resources training this week at city hall.
The training was conducted by Kevin Rupp
who is our human resources attorney from
the Ratwik law firm. The training provided
a chance to go over a number of relevant
issues including the Family Medical Leave
Act, hiring practices, discipline and more.
Thank you to Kevin for putting on the
training and thank you to the staff for
participating in this training that was
inadvertently scheduled on St. Patrick’s
Day.
Noise Oversight
Committee Meeting
The March 2011 Metropolitan Airports
Commission Noise Oversight Committee
meeting was held this week at the airport.
Two of the topics on the agenda may be of
interest to residents, both dealt with noise.
The first was the annual review of the
actual noise contour for 2010. An
interesting chart was displayed showing
how the noise contours have shrunk from
2007 to 2010 all around the airport. The
other issue of interest discussed was
nighttime departures. The average daily
nighttime operations (10:30 p.m. to 6:00
a.m.) has dropped from 72.6 in 2008 to
44.7 in 2010. There are a number of
reasons for the decline in both the noise
contour and the number of nighttime
operations including reduced number of
operations and a better mix of the fleet
reducing noise. If you would like to see the
