2013-08-13 Council Workshop minutes-budgetCITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Council Workshop Held Tuesday, August 13, 2013 Pursuant to due call and notice thereof, a workshop of the City Council, City of Mendota Heights, Minnesota was held at 5:OO p.m. at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. CALL TO ORDER Mayor Krebsbach called the meeting to order at 5:00 p.m. The following members were present: Councilmembers Duggan, Norton, Petschel, and Povolny. Also in attendance: City Administrator Miller, City Engineer /Public Works Director Mazzitello, Finance Director Kristen Schabacker, Assistant to the City Administrator Tammy Schutta, Police Chief Mike Aschenbrener, Fire Chief John Maczko, and Assistant Fire Chief Dave Dreelan 2014 DRAFT BUDGET AND TAX LEVY DISCUSSION Administrator Miller presented the draft budget and tax levy with a 2% increase as directed by council during previous workshops. Miller explained that all capital expenditures included in the draft budget were proposed to be funded by general fund reserves instead of the property tax levy. The council went through each department's budget and asked questions of department directors about specific line items in each of their budgets. Council also spent time evaluating future debt requirements in association with planned street improvement projects. Discussion on splitting projects into smaller pieces or delaying projects was held. Staff also presented information requested about funding sources for future projects as well as personnel levels /certifications for the public works and engineering departments. After discussing the budget in light of the state's 3% levy limit, and due to the fact that the 2% budget did not allow for capital purchases without dipping into reserves, the council asked staff to bring a proposal to the council that included a 3% levy increase with an explanation of how capital purchases might fit into such a proposal. Staff indicated that the proposed budget and levy would be presented to the council at the September 3rd city council meeting.
