Mendota Heights Weekly Report on City Activities
August 6 City Council Meeting
The August 6th City Council meeting time has
been changed to 8:00 p.m. to accommodate the
annual Night to Unite event. The Mayor and
Council members, along with Police, Fire and
Medical personnel will be visiting a number of
Night to Unite neighborhood parties beginning at
6:00 p.m.
For next week's meeting, the Mayor and City
Council members will be discussing the West St.
Paul /Sibley Ice Arena Feasibility Study. They will
also hear a presentation on the tobacco
ordinance as well as consider a resolution
supporting the Dakota County Mendota — Lebanon
Hills Regional Greenway Master Plan. For more

Officer Scott Patrick was dispatched to the MHPD lobby on report of a domestic. The
woman went to dinner with a friend and when she returned home, the boyfriend was
very upset. He held her up against a car, removed her engagement ring and stated the
engagement was off... again (as it has been threatened several times in the past). The
man then proceeded to her vehicle to rev the engine to cause damage and run it out of
gas. The man's mother helpfully intervened. No injuries had been sustained to the
woman; she only wanted to report this incident, not press charges.

Officer Peyton Fleming received a call regarding people in the pool making noise.
Fleming made contact with the individuals and the pool party was advised to move it
indoors.

Officer Steve Meyer responded to a home on a burglar alarm. When Meyer arrived the

Suicide Attempt Friday 1502 hours
A call came in from a local hotel stating a woman called the front desk asking for help.
Officer Scott Patrick arrived at the scene to find a woman who had overdosed on pills in
an attempt to commit suicide. The woman was very regretful in her attempt and was
voluntarily transported to the hospital by HealthEast Ambulance.
Apple Assault Friday 1657 hours
A woman called in for possible damage to her son's car. Officer Peyton Fleming arrived
at the home to learn that mom was sure an apple was catapulted at her son's car. If it
wasn't catapulted it surely was shot from a slingshot based on how hard it hit the car.
She was curious if there had been any similar reports of apple catapulting. No other
reports of high velocity apples (fruit or vegetables of any kind) in the city.
Lost out of Baudette Saturday 1632 hours
Caller reported there was a man in his late 70's who was lost at their home. The man
said he is from Baudette and that his father was the principal at the school nearby. A

It never fails: you're in a hurry and running late for work, you've successfully scalded off most of your taste
buds with your molten hot coffee and the yahoo in front of you thinks it's time for a Sunday drive. Finally you
catch a break, the slow -poke in front of you turns off, the road opens up and it's time to make up some time.
Things are finally starting look up! As you press down on the accelerator you think to yourself, "This day may
not be so bad after all," until... right at the bottom of the next hill there's a cop sitting on the shoulder. Your
heart skips a beat and sinks as you see the squad pull in behind you and the red and blue lights start dancing in
your mirror. You pull over, realizing your day's tone has indeed been set. Finally, after the officer hands you
your speeding ticket, you ask him, "Do you have a quota to meet or something?" His jovial reply, "Yep, just
twelve more tickets this month and I'm going to Disney Land! Have a nice day."
Did you know that quotas are illegal in the State of Minnesota? According to Minnesota State Statute 169.985
Traffic citation quota prohibited: A law enforcement agency may not order, mandate, require, or suggest to a
peace officer a quota for the issuance of traffic citations, including administrative citations authorized under sec-
tion 169.999, on a daily, weekly, monthly, quarterly, or yearly basis.
The opening incident, though meant to be humorous, does illustrate how frustrating it can be for a motorist
when he or she is pulled -over and issued a citation. Rest assured, we really do understand "bad days" and do
quite often act with compassion and discretion. If not for the law prohibiting quotas, there would be no warnings

The Parks Crew aerated the soccer fields at Kensington Park South and all
neighborhood baseball fields. Grass seed was put down on the soccer fields
at Kensington Park South along with the Mendakota Park soccer field, and
Hagstrom King baseball fields. Dead shrubs were replaced around park
signs. Bases were moved back to their normal lengths after the weekend
tournament. Rec rock was put down and leveled around fields one and two
at Mendakota Park. Black dirt was put down and is being prepared for grass
seed around the water tower.
The Utilities Crew cleaned sanitary sewer lines along Vicki Lane, Overlook
Road, Douglas Road, and Lilac Lane. Apiece of jewelry was found in the
line and is being held at City Hall. Call 651 - 452 -1850 to claim. Weeds were
sprayed with weed killer that are growing in the cracks on all pedways.
The Streets Crew helped rebuild the wear bar on the field dragger. They
helped install the strobe light on the engineering truck. Three brush piles
were cleaned up on Keokuk Lane and Pagel Road. A low spot along Kendon
Lane was filled in and erosion control was installed and the bank seeded.
Seal coating chips were hauled to the staging area after being swept up.

City Projects (construction year)
Dodd Road /Highway 110 Intersection Pedestrian Improvements (2013) -
Construction is scheduled to begin Monday, and is scheduled for completion
by September 3rd. A portion of Interstate Valley Creek Trail northwest of
the intersection will be relocated as part of the contract.
Hunter Lane /Orchard Place Neighborhood Improvements (2013) - Curbing
has been installed on Orchard Place through the curve to Hunter Lane, and
the base material has been placed and compacted. Utility construction on
Hunter has begun. Paving activity is expected to begin on Orchard in the
coming weeks. A stockpile of material has been placed on Glenhill Road at
Victoria, so residents accustomed to using this access are asked to use
Culligan Lane off Hunter temporarily. Rehabilitation work on Veronica,
Orchard Circle, Culligan, and Glenhill is expected in the coming weeks.
Substantial completion is expected by the end of September with the
assessment hearing in October.
Crown Point &Overlook Neighborhood Rehabilitations (2013) -This project
is substantially complete. Staff has been preparing the project punch -list,
and the contractor will be repairing the punch list items in August. An
assessment hearing is scheduled for October.
Lexington Avenue Pedestrian Trail, Hwy 110 to Douglas Road (2013) -The
trail has been re- paved, and pedestrian ramps installed. Punch -list items
remain along with some minor landscape restoration. The trail has been re-
opened.
Sanitary Sewer Cleaning and Televising (2013) -This project is underway.
The contractor will be working in the area of the city west of I -35E and
north of Highway 110. Center Pointe Business Park is also included in the
project. Minor traffic impacts should be anticipated. During this week's
cleaning, an item of jewelry was found in the sanitary sewer and is being
saved at City Hall. Call the Engineering Department at 651 - 452 -1850 if you
are missing an item and can describe what was found.
Mendota Heights Road Sanitary Sewer Force Main Replacement (2013) -
The design contract was awarded at the City Council's July 16t" meeting.
Design is anticipated to be complete and ready for bid by October/
November. This force main has broken 5 times in the past 6 years and is in
need of replacement. Construction of the replacement could begin as early
as this fall.
Highway 13 Trail Connection (2013) -The City did not receive the DNR
grant money we had applied for, but the City will be moving forward with
this trail construction this summer anyway. The trail will connect Riverside
Lane to Lilydale Road along the south side of Highway 13. Authorization to
bid the project is scheduled for the August 6t" City Council Meeting.
Construction is expected in October.
County Projects (construction year
Lexington Avenue Crosswalk (2013) -The crosswalk and island at the
Victoria/ Lexington intersection is scheduled for installation in August.
Surveyors have marked the area and utilities have been located. Specific
schedules will be posted as they are planned.
Delaware Avenue Guardrails (2013) - Guardrails along both sides of
Delaware Avenue, between Highway 110 and Interstate 494 will be installed
this summer. Design of the guardrails has been completed. County
maintenance crews will be doing the installation and they are scheduled for
installation in August.
Other Activities
Lower Mississippi River Watershed Management Organization
CLMRWM -Staff attended the monthly meeting on Thursday. The 2014
budget was approved, and a consultant contract was approved for studying
PAH contamination in Thompson Lake in West Saint Paul. The LMRWMO
board also discussed Mendota Heights' request to remove themselves from
the Gun Club Lake WMO and join completely with the LMRWMO.
