MINUTES, OCTOBER 27, 1987
The regular meeting of the Mendota Heights Planning
Commission was held on Tuesday, October 27, 1987, in the City
Council Chambers. Vice-Chairman Henning called the meeting
to order at 7:30 P.M. The following members were present:
Anderson, Henning, McMonigal, and Duggan. Commissioners
Morson, Burke and Krebsbach had notified the commission that
they would be absent. Also present were Civil Engineer
Klayton Eckles and Planner Howard Dahlgren.
APPROVAL OF Minutes of the September 22 meeting had
MINUTES been submitted previously. Commissioner
Duggan moved that the minutes be
approved.
Commissioner McMonigal seconded the
motion.

Abstain: 1, Henning
CASE NO. 87-05, Vice-Chairman Henning asked Civil
ANDERSON, REVISED Engineer Eckles to explain the revised
PRELIMINARY PLAT, proposal, since the developer, Mr.
HILLSIDE CREEK Anderson, was not present yet. Mr.
Eckles noted that the new proposal
contains 10 lots as opposed to the
original plat which showed 15 lots. He
also noted that staff favored the revised
plan.
Mr. Anderson arrived and advised the
Commission that the only neighbors that
would be affected by assessments for the
project were Mr. Kalaus and Mr.
Christensen. It was noted that there was
no one present in the audience for this
discussion and Vice-Chair Henning asked
staff if hearing notices had been sent
out for this meeting. He was advised
that notices had been sent to all the
affected neighbors for this plat for the
October 6 City Council meeting, and those
present then were advised that this would
be referred to the Planning Commission
for their October 27 meeting. Mr.
Anderson stated he had spoken to the
residents who had questions and they were
aware of his new proposal. He also noted
that an alley and street easement would

need to be vacated as part of this plat.
Commissioners Anderson and McMonigal
noted their preference to see Hillside
Creek (street) extended through to Laura
and also stated that they favored this
plat over the original. Vice-Chair
Henning also expressed his favor for this
plat, but asked how far the street should
extend. It was staff's recommendation
that Hillside Creek end in a temporary
cul-de-sac, with future extension at such
time as the neighbors requested it.
After a brief discussion, Commissioner
Duggan moved to recommend approval of the
revised preliminary plat of Hillside
Creek, Figure 1 of the feasibility report
and that Council accept the revised
preliminary plat, along with favorable
consideration of the flag lots on Clement
Street, and approval of the construction
of Hillside Creek to the west line of the
Laura Street right-of-way.
Commissioner McMonigal noted that in
j 1976-77, the West St. Paul Lions Club had
offered to construct a foot bridge in
this area and that perhaps the Parks
Commission should recommend that a bridge
be constructed now.
Commissioner Anderson offered a friendly
amendment, adding that the Commission
felt that an optional foot bridge across
the creek in the area makes sense, and
that the City Council consider
construction of an optional foot bridge
in the plat.
Commissioner Duggan accepted the friendly
amendment.
Commissioner McMonigal seconded the
original motion and the friendly
amendment.

CASE NO. 87-34, Vice-Chair Henning called the meeting to
MOSVICK, SUB- order for the purpose of a public hearing
DIVISION ta consider an application from Roger
Mosvick, 1133 Orchard Place, for the
subdivision of his property.

Mr. Rollin Crawford was present to
explain the request. He noted that the
subdivision was needed for construction
financing and that the property is metes
and bounds, not platted. Therefore, a
preliminary plat is required so that two
separate parcels can be identified for
the mortgage company. Mr. Crawford
stated it is not Mr. Mosvick's intention
to go ahead with the final plat at this
time, but perhaps sometime in the future.
He also stated that no new streets are
proposed.
Vice-Chair Henning asked for questions
or comments from the audience.
Mr. Bill Mulvihill, 1124 Orchard Place,
asked if there would be a driveway
between lots A and B.
Mr. Ralph Nordstrom, 1139 Orchard Place,
asked how wide the lots will be. One lot
will be 111 feet wide and the other will
be 100 feet wide.
There being no further questions or
comments, Commissioner Duggan moved to
close the public hearing at 8:15 P.M.
Commissioner Anderson seconded the
motion.

Commissioner Anderson moved to recommend
approval of the Preliminary Plat of:
Mosvick Addition.
Commissioner Duggan seconded the motion.

CASE NO. 87-33, Mr. Larry Kollmeyer, architect, was
KOLLMEYER ARCH- present to request a nine foot height
ITECTS, HEIGHT variance to allow construction of a
VARIANCE single family home on Lot 2, Block 1,
Park Place. He noted that it is proposed
to bring in the least amount of fill and
to disturb the existing vegetation as
little as possible. He presented a scale
model of the proposed home and noted that
they will try to move some 4-6 inch pin
oak trees from the rear of the lot to the
front of the lot. He also noted that the
exterior would be low maintenance,

probably stucco on the sides and rear and
brick on the front. He preferred that if
the exterior is stucco, that it be
colored stucco, not white stucco.
Commissioner Duggan noted a discrepancy
in the scale size of the drawings.
Vice-Chair Henning moved to recommend
approval of a nine foot height variance
to allow construction of a single family
home on Lot 2, Block 1, Park Place,
conditioned on the use oi a non-obtrusive
exterior building material and that the
architect submit a color scheme,
preferably earth-tone in nature, to the
City Council.
Commissioner Anderson seconded the
motion.

VERBAL REVIEW Deputy Clerk DeLaRosa gave a verbal
review of the cases that had been before
the City Council.
JOINT MEETING The Commission discussed setting a date
for a joint meeting with the City Council
to address proposed zoning ordinance
amendments. It was the concensus of the
Commission that if the November 24 agenda
is light, that business be conducted
first and a joint meeting be held
after the meeting adjourns. If the
agenda is heavy, then the joint meeting
could begin at 7:00 P.M. Staif will
advise the Council of the Commission's
desire to have a joint meeting sometime
during the evening of November 24.
ADJOURN There being no further business to come
before the Commission, Commissioner
Duggan moved that the meeting be
adjourned.
Commissioner McMonigal seconded the
motion.
