Dakota County Community Development Agency
(CDA) to bring the Open to Business Program.
The Open to Business program, offered by the
Metropolitan Consortium of Community
Developers (MCCD), provides business
assistance to current and prospective small
business owners within the community. The Open
to Business program provides assistance in the
areas of financial management, business plan
assistance, real estate analysis, marketing
assistance, and strategic planning. This service is
free to Mendota Heights businesses and

The Parks Crew cut up a tree on the pedway in Valley Park and trimmed
overhanging limbs along the trail. Sprinkler lines were repaired at
Mendakota Park and Kensington Park. They cleaned up Mendakota Park
after the weekend tournament. Dirt was put down around the new cement
pad at Friendly Hills Park and for the donated bench at Huber Drive and
Cheyenne Lane.
The Utilities Crew cleaned sanitary sewer lines along Stratford Road,
Coventry Court, Walsh Lane, Oxford Court, Rolling Green Curve and the
Burow Pond easement. They fixed an irrigation pipe at Mendakota Park.
The Victoria Road fire hydrants were painted.
The Streets Crew did blacktop patching on Rolling Green Curve, Windwood
Court, Oxford Court and Walsh Lane. They trimmed trees because of sight
distance problems at Mendota Heights Road and Delaware Avenue, Huber
Drive and Delaware Avenue, and at Marie Avenue and Victoria Road. The
storm outlet was dug out on Victoria Curve, debris and mud was cleaned
out. The sinkhole was cut out on Ridgewood Drive and Marie Avenue, fixed
and blacktopped.
Engineering
City Projects (construction year)
Dodd Road /Highway 110 Intersection Pedestrian Improvements (2013) -
Construction is anticipated to begin n on or about August 1St and is scheduled for
9 9 ,
completion by September 3rd. A portion of Interstate Valley Creek Trail northwest
of the intersection will be relocated as part of the contract.
Hunter Lane /Orchard Place Neighborhood Improvements (20131 -The contractor
reclaimed the bituminous on the remaining streets in the project. Storm sewer
and water main for phase one has been completed. The contractor is placing
gravel in anticipation for the curb installation on Tuesday July 22nd. On Monday
July 21st the contractor will begin installing water main in the phase 2 portion of
the project. Substantial completion is expected by the end of September with the
assessment hearing in October.

Crown Point &Overlook Neighborhood Rehabilitations (2013) -This project is
substantially complete. Staff will develop a punch list in the coming weeks, and
the contractor will be repairing the punch list items in August. An assessment
hearing is scheduled for October.
Lexington Avenue Pedestrian Trail, Hwy 110 to Douglas Road (2013) - The trail
has been re- paved, and pedestrian ramps installed. Punch -list items remain along
with some minor landscape restoration. The trail has been re-opened.
Sanitary Sewer Cleaning and Televising (20131 -Work is anticipated to begin next
week. The contractor will be working in the area of the city west of I -35E and
north of Highway 110. Center Pointe Business Park is also included in the
project. Minor traffic impacts should be anticipated.
Mendota Heights Road Sanitary Sewer Force Main Replacement (20131 -City
Council awarded the the project to Bolton & Menk, Inc. at their July 16t"
meeting. This force main has broken 5 times in the past 6 years and is in need of
replacement. Construction of the replacement could begin as early as this fall.
Highway 13 Trail Connection (20131 -The City did not receive the DNR grant
money we had applied for, but the City will be moving forward with this trail
construction this summer anyway. The trail will connect Riverside Lane to Lilydale
Road along the south side of Highway 13. Construction is expected in September.
County Projects (construction year)
Lexington Avenue Crosswalk (20131 -The crosswalk and island at the Victoria/
Lexington intersection is scheduled for installation in August. Surveyors have
marked the area and utilities have been located. Specific schedules will be posted
as they are planned.
Delaware Avenue Guardrails (2013) - Guardrails along both sides of Delaware
Avenue, between Highway 110 and Interstate 494 will be installed this
summer. County maintenance crews will be doing the installation and they are
scheduled for installation in July /August.
Dakota County Greenways Initiative - Dakota County is working on a County -wide
g reenway initiative to provide trail routes throughout the County that are
separated from roadways. Details about the Initiative can be found

Sergeant Eric Petersen received a call from a neighbor concerned about the loud yelling

Mendota VFW on a call of a domestic between a male and female. The male had fled

ed by her giving another man a hug and the suspect got angry and soon thereafter the
woman was hit in the mouth by one of them. The woman stated she did not want to
press charges and witnesses state there was no assault that had occurred. The man later
called in. No charges.

Robbery Sunday 0041 hours
Caller reported that he called a prostitute and ended up getting robbed at knife
point. Officer Denise Urmann handled the initial report and handed the case off to
investigator Mario Reyes. The man advised had placed a phone call to a woman
seeking sex. She showed up with two men who told the man he needed a condom.
They drove to a location in Mendota Heights where he purchased a condom was
robbed and left with no cash or phone. Provided a ride home case under investiga-

AOA —Fight Sunday 0137 hours
Sergeant Brian Convery assisted WSPPD on a call where reporting party states "there
is a lot of people, maybe 50, fighting." A female was thrown to the cement and hit
her head. Ambulance responded to the injured. All of the people left the scene
quickly. No explanation of why the fighting began.
Water Dispute Sunday 1146 hours
Sergeant Neil Garlock responded to a dispute between two neighbors. Reporting
party says they were cursed at and sprayed with water while on their deck.
Apparently this is an ongoing problem between the neighbors. The husband told
Sergeant Garlock he will try and keep his wife under control.
Suspicious Person Sunday 2345 hours
Officer Denise Urmann responded to a call on an occupied vehicle that has been
parked for a long period of time. Officer Urmann found a male sleeping in his car
and a large dog in the back seat. The male stated he fell asleep watching You Tube
videos and was told to leave.
Candy Bandits Monday 1418 hours
Sergeant Neil Garlock responded to a local gas station where clerk states that 4 males
had come in the store, scoped out the place and stole some candy. They all left the
store approximately 7 -8 minutes before Sgt Garlock arrived. It is assumed they may
have just been messing around with a new employee. Clear.
Theft from Auto Wednesday 0545 hours
The north end of town reported three theft from vehicle bright and early on
Wednesday morning. Officer Denise Urmann responded to the first two and third
declined an officer but really wanted us to know his car was gone through. The
thieves stole a variety of items from the unlocked cars.
Arson Thursday 0037 hours
Officer Steve Meyer responded to a report of a burning bride in Valle Park. Upon

arrival he found the decking boards were smoldering; they were put out. MHFD re-
sponded. Officer Meyer also located playground equipment that was melted. He did
manage to locate some possible evidence that was taken into custody. The case is
under investigation both by MHFD and MHPD. Later in his shift Officer Meyer
found a beer bottle filled with gas burning on Hwy 110. The suspects likely live in
the area. Unable to locate for now.

Dakota County Public Health
Emergency Preparedness Exercise

TIME: 11:oo AM - 2:30 PM
WHERE: Sibley-High School, Mendota Heights
Help the Dakota County Public Health Department conduct an
emergency exercise at Sibley High School on Friday, July 26.
"Operation Big Box" will test plans for setting up a medication center,
or Point of Dispensing (POD) site, where county residents would
pick up medicine during a disease outbreak. We need at least 200
volunteers to help us learn how to best manage the large volume of
people who would come to the POD in a real emergency.

1. Register by visiting the Operation Big Box sign -up page by going to www.DakotaCounty.us
(search for "Operation Big Box ").
2. You will receive reminders and additional instructions by e -mail prior to the event.
3. On July 26, please arrive at Sibley High School between 11:00 and 11:30 a.m.
4. At an 11:30 a.m. briefing you will receive information about your role.
5. You will be given an empty medicine bottle that will not contain any medication.
6. We will likely ask you to go through the line a few times before the exercise ends at 2:30 p.m.
Lunch
Lunch will be provided to volunteers at approximately noon.
Important information
1. You must be at least 14 years old to volunteer.
2. All volunteers under age 18 must be accompanied by an adult at the exercise.
3. All volunteers must sign the Participation Agreement and Photo Release form. (Volunteers
under age 18 must have the Under 18 form for minors signed by a parent or legal guardian.)
4. Wear comfortable shoes and dress for the weather since you will spend time standing in line
and may spend some time outdoors.
5. You will not be able to store your belongings at the school, so please minimize what you bring
and have a comfortable pack or purse with you.

National Center for Missing and Exploited Children

In 1984, the U.S. Congress passed the Missing Children's Assistance Act, which established a National
Resource Center and Clearinghouse on Missing and Exploited Children. On June 13, 1984, the National
Center for Missing & Exploited Children was formed by President Ronald Reagan in a White House
ceremony to maintain those resources. The national 24 -hour toll -free missing children's hotline 1-800 -
THE -LOST was also established. Since that time the NCMEC has rolled out multiple other programs to
help keep kids safe including; Amber Alerts (with 653 successful recoveries), Team Adam (which rolls
out emergency response to help in the event of missing kid), the Sex Offender Tracking Team, Cyber
Tipline (receives 1.7 million tips annually), as well as a multitude of training programs for state and local
officials, parents and children. This non - profit Congressionally authorized national resource center
works to improve the way law enforcement deals with missing kids and those who prey on kids. The
center sets policy works to establish national guidelines such as the Amber Alert program and works
with corporations to develop programs such as: the National Emergency Child Locator Center that
operates during time of disaster to help re -unite kids separated from their parents during
disasters. In 2005 Hurricane Katrina showed the nation the need to have some process in
place to reunite kids with families when disaster strikes. Starting in October of 2006 the
emergency center activates during large disasters a team of thirty individuals is activated
with the sole task of reuniting families.
